We have reviewed the following <br />information related to this application: <br /> <br />• CSG Lutz 1 Site Plan dated July 25, 2025 by Cedar Creek Energy <br />• Oriana Community Solar Garden Civil Set dated August 12, 2025 by PLAN-Type <br />• Stormwater Report dated August 8, 2025 by Advanced Engineering Concepts <br />• Stormwater Management Plan dated August 8, 2025 by Advanced Engineering Concepts <br /> <br />General/Access <br /> <br />1. The subject property is located on the north side of 157th Street between Harrow Avenue <br />North and Homestead Avenue North. <br />2. Access to the solar site will occur from 157th Street. <br /> <br />Utility Plan <br /> <br />3. No utilities are proposed as part of the solar site. <br /> <br />Stormwater Management <br /> <br />4. The site is proposing to meet water quality requirements through onsite stormwater infiltration <br />basins. The basins are located downgradient of the access roadway and concrete pad to <br />provide treatment for these hard surface areas as these will generate the main pollutant load <br />onsite. The stormwater pond was sized to provide treatment for all impervious surfaces <br />onsite, including the solar panels, following MPCA guidance for solar sites. <br />5. Rate control is proposed to be met through the infiltration basins and existing depressions <br />onsite. Rate control requirements will be required to be met at all discharge points from the <br />site. <br />6. Minimal grading is proposed onsite outside of the access drive area, so overall drainage <br />patterns remain relatively unchanged from the existing condition. <br />7. Minor engineering comments on the drainage may modify the current basins, however they <br />are not anticipated to significantly change the overall drainage design. <br /> <br /> <br />Thank you for the opportunity to provide comments on this project.
