Roadway overlay are proposed <br />along the following streets: <br /> <br />• 130th Street North (from TH 61 to Europa Trail North) <br />• 140th Street North (from TH 61 to Fenway Boulevard North) <br />• Fenway Boulevard North (from 130th Street North to 140th Street North) <br />• Fenway Boulevard Court North (from Fenway Boulevard North to its eastern <br />terminus) <br />• 130th Street North (from Fenway Boulevard to Europa Trail North) <br />• Farnham Avenue North (from 130th Street North to its southern terminus) <br />WSB is currently preparing the feasibility study and preliminary design. An action to accept <br />the feasibility study will be brought forward for City Council approval at an upcoming City <br />Council meeting in November. <br /> <br />The City plans to assess properties that benefit from the aforementioned improvements in <br />accordance with Minnesota Statutes, Chapter 429, and the City’s adopted assessment <br />policy. However, staff is proposing a deviation to the assessment policy for residential <br />properties located on the north side of 130th Street North, from Fenway Boulevard to Europa <br />Trail North, and on the west side of Fenway Boulevard, between 140th Street North and <br />130th Street North. <br /> <br />According to the assessment policy, these properties would generally be assessed at one- <br />half unit for the improvements along 130th Street and Fenway Boulevard, with the remaining <br />one-half unit to be assessed once the internal roads to the properties are improved. Since <br />none of these properties have direct access to 130th Street North or Fenway Boulevard, staff <br />is requesting that these properties not be assessed for this project, but instead be fully <br />assessed when the following internal streets are improved. <br /> <br />• Europa Trail Way North <br />• 132 Street North <br />• 132nd Way North <br />• Europa Court North <br />• 134th Street North
