Agenda Number: G.10

CITY OF HUGO

CITY COUNCIL AGENDA REPORT

TO: Bryan Bear, City Administrator

FROM: Max Gort, Associate Planner

SUBJECT: Karen S. Kissner and See Xiong: Property line adjustment.

DATE: October 29, 2024, for the City Council meeting of November 3, 2025

REVIEW DEADLINE: December 26, 2025

ZONING: Future Urban Service (FUS)

LAND USE: High Density Residential (HD) and Medium Density Residential (MD)

1. DESCRIPTION OF REQUEST:

The applicants, Karen S. Kissner, 5696 Street North (Parcel A) and See Xiong, 5606 180th Street
North (Parcel B) are requesting approval of a property line adjustment between two properties,
both of which are large lots occupied by single-family homes. Parcel A is currently 73.69 acres
in size and Parcel B is currently 10.04 acres in size. The proposed adjustment would take 20.28
acres (A1) from Parcel A, and add it to Parcel B. The new parcels would be 30.32 acres and
53.41 acres in size.

2. ANALYSIS:

Section 90-339 of the City’s Comprehensive Land Use Regulations states that, “where adjacent
property owners desire to adjust their mutual lot line without creating a new parcel or lot of
record, they may request a property line adjustment.” Subd. (2) of this section further states that,
“where the adjustment of the property line between two properties retains or causes both
properties to be in conformance with the City’s Comprehensive Land Use Regulation, the
Zoning Administrator shall provide the application to the City Council for administrative review
and consideration.”
