Staff will review with Council <br />the system statement for the City of Hugo. Staff recommends the City Council discuss the <br />system statement. <br /> <br />J.2 Approve Comment Letter on Washington County CIP <br /> <br />As part of its annual budget process, Washington County prepares a draft five-year Capital <br />Improvement Plan (CIP). The 2026-2030 CIP includes the county’s tentative plans for roads, <br />bridges, parks, land, trails, transit, and public facilities. The first year of this plan is included in <br />the County’s proposed 2026 budget. Each year Washington County staff sends the draft CIP to <br />its jurisdictions for review and comment. After review, the City of Hugo provides a comment <br />letter. There is one project in the County’s CIP in Hugo; the Hardwood Creek Regional Trail <br />Extension. The regional trail is constructed primarily on former railroad right-of-way. There is <br />an approximately one-mile gap in the trail where the rail line remains active. This project will <br />address the gap and extend the regional trail from 140th Street to the south County line. The <br />County CIP includes some trail improvements on 140th Street, however, it does not include <br />improvements to the trail along Fenway Boulevard. The CIP also includes a local contribution to <br />the project. Staff will present background information on the project and CIP and recommends <br />the City Council discuss and approve the comments letter. <br /> <br />M.1 Schedule Santa Party and Tree Lighting on Wednesday, December 3, 2025 <br /> <br />The City of Hugo will hold the fourth annual Santa Party on Wednesday, December 3, 2025, <br />from 5-7 p.m. at the Peder Pedersen Pavilion. The tree lighting ceremony will be at 6:30 pm. <br />Staff recommends Council schedule this as a meeting if they wish to attend. <br /> <br />M.2 Schedule Holiday Party Thursday, December 4, 2025 <br /> <br />Annually, Council holds a holiday party in appreciation of volunteers and commissioners. Staff <br />recommends Council schedule the holiday party for Thursday, December 4, 2025, at 5:30 at the <br />Peder Pedersen Pavilion. <br /> <br />M.3 Toy and Food Drive on Saturday, December 6, 2025 <br /> <br />The Hugo Fire Department will hold a Toy Drive on Saturday, December 6, 2025. More <br />information to come. <br /> <br />M.4 Schedule Fire Department Annual Banquet for Saturday, January 17, 2026 <br /> <br />The Hugo City Council has been invited to attend the Hugo Fire Department Annual Banquet on <br />Saturday, January 17, 2026, at the Hugo American Legion beginning at 5 p.m. Staff <br />recommends Council schedule this as a meeting if they wish to attend. <br /> <br />N.
