CITY OF HUGO <br /> RESOLUTION NO. 2025-40 <br /> A RESOLUTION OF SUPPORT FOR LOCAL ROAD IMPROVEMENT <br /> PROGRAM GRANT APPLICATION <br /> WHEREAS, the City of Lino Lakes is proposing to the construct the extension of Otter <br /> Lake Road between County State Aid Highway(CSAH) 14/Main St and 24t'Ave <br /> N/Elmcrest Ave (hereafter referred to as "the project"); and <br /> WHEREAS, the project is identified in the City of Hugo 2040 Comprehensive Plan and <br /> Washington County 2040 Transportation Plan; and <br /> WHEREAS, the City of Lino Lakes has applied to the Commissioner of Transportation <br /> for a grant from the Minnesota State Transportation Fund for Local Road Improvement; <br /> and <br /> WHEREAS, LRIP funds can be used on reasonable elements associated with roadway <br /> construction however other costs, including but not limited to: consultant engineering and <br /> inspection,utility construction, as well as construction costs above the LRIP award will <br /> need to have alternate funding sources; and <br /> WHEREAS,post-2040 traffic volumes are projected to increase to 11,100 on Otter Lake <br /> Rd south of CSAH 14 and to 10,000 on 24 b Ave N north of the project area; and <br /> WHEREAS, the project will extend Otter Lake Rd to the north and create a frontage <br /> road system of major collector roadways parallel to I-35E to manage traffic and support <br /> anticipated development; and <br /> WHEREAS, the project will allow for full access across CSAH 14 that is not provided <br /> by the adjacent north-south roadways on the east side of I-35E; and <br /> WHEREAS, the project will further the city's economic development efforts along I- <br /> 35E, including supporting the Minnesota Technology Corridor; and <br /> WHEREAS, the project is a route of regional significance due to its inclusion in <br /> economic development plans and connection to CSAH 14 and I-35E; and <br /> WHEREAS, the project will benefit the residents of Lino Lakes and Hugo in the <br /> counties of Anoka and Washington, respectively. <br /> NOW, THEREFORE,BE IT RESOLVED that the City of Hugo supports the <br /> construction of the project and supports submittal of the LRIP grant application. <br /> ADOPTED by the City Council this 17t'day oZNober 2 . <br /> C <br /> Tom Weidt, Mayor <br /> ATTEST: <br /> Michele Lindau, City Clerk <br />
