RESOLUTION 2025-42 A RESOLUTION OF THE CITY OF HUGO,WASHINGTON COUNTY, MINNESOTA APPEALING THE ACTIONS OF THE METROPOLITAN COUNCIL, REQUESTING THAT A HEARING BE CONDUCTED BY THE STATE OFFICE OF ADMINISTRATIVE HEARINGS FOR THE PURPOSE OF AMENDMENTS TO THE METROPOLITAN COUNCIL'S SYSTEM STATEMENT WHEREAS, The City has received a "system statement" from the Metropolitan Council on September 24, 2025, and; WHEREAS, the system statement includes forecasts for population, households, employment, and sewer flow for the purpose of preparing amendments to the City's Comprehensive Plan, and; WHEREAS, City and the Metropolitan Council have 60 days following the receipt of the system statement to resolve any differences between the City and the Metropolitan Council related to the system statement, and; WHEREAS, the forecasts are inconsistent with the City's and the Metropolitan Council's growth projections and planning for previous Comprehensive Plans, are arbitrary, ad hoc and capricious and otherwise improper or improperly based and; WHEREAS, it is the City's understanding from Metropolitan staff that, among other things, the forecasts are being influenced by inappropriate factors, and; WHEREAS,water supply and lake elevations are not a regional system of the Metropolitan Council, and; WHEREAS,the City has advised the Metropolitan Council of the differences that the City has with the Metropolitan Council's system statement forecasts but the City and the Metropolitan Council have not resolved the differences, and; WHEREAS,the City and the Metropolitan Council have not resolved the differences prior to the expiration of the 60-day period, and: NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does request that a hearing be conducted by the State Office of Administrative Hearings for the purpose of securing corrections and amendments to the system statement.
