Executive Summary <br />The City of Hugo, Minnesota identified 130th St North between Fenway Blvd N and <br />Forest Blvd N / Highway 61 for a future trail extension. A trail along this segment of <br />130th Street N would allow the residents from the existing and planned residential <br />development on the east side of Highway 61 to safely cross Hwy 61 and access the <br />existing trail along Fenway Blvd N. Extension of the trail would allow access to park and <br />recreational areas as well as the Hardwood Creek Regional Trail (HCRT). <br />The existing Fenway Blvd N trail begins at the 130th St N intersection and extends north <br />to the end of Fenway Blvd N at 142nd St N in anticipation of continuing north through <br />future development projects. Existing sidewalk connections to the Fenway trail allow <br />pedestrian access to the HCRT along 140th St N where it extends north into Forest Lake. <br />Additional sidewalk connections provide access from the Fenway trail to Fable Hill Park <br />and Clearwater Creek Park Preserve, located west of Fenway Blvd N. These parks offer <br />a variety of passive use recreational spaces and the ability to connect to an abundance <br />of natural resource-based settings that include woods, prairie, wetlands and the <br />Clearwater Creek. A master plan has been prepared for the Clearwater Creek Park <br />Preserve that would further enhance recreational opportunities once implemented. <br />The preferred alignment of the proposed 130th St N trail extension is identified to be <br />located on the north side of 130th Street N to align with an existing pedestrian crosswalk <br />at Fenway Blvd N. This option would also align with a pedestrian crosswalk at Forest <br />Blvd N / Hwy 61 where a pedestrian activated crosswalk signal is located. The proposed <br />trail will cross railroad tracks near Hwy 61 which will require coordination with the <br />railroad authority to meet their standards for a pedestrian crossing. <br />In general, impacts to properties and related costs were considered when selecting the <br />alignment and options. The result is a layout that includes two options for implementing <br />a separated pedestrian trail on the north side of 130th St N that would fill an important <br />gap with the least amount of impacts. The preliminary options for a preferred layout have <br />been developed for approval by the Hugo City Council. This report provides background, <br />context and implementation measures to be considered for the trail extension as part of <br />a future planned road improvement project.
