130th St Trail Extension Feasibility <br />City of Hugo, Minnesota <br />WSB Project No. R-013720-000 <br />Page 11 <br />Con’s <br />•Limited width for shared on-street use of bicycles on shoulders <br />•Additional costs for relocation of existing pedestrian activation signal and <br />would also likely trigger a Signal Justification Report <br />•Road reconstruction/layout required to implement trail <br />Concept Option #2: <br />•Existing road width remains in line with collector street design standards <br />•8’ wide bituminous trail on north side of 130th St N at back of existing curb <br />or with 2’ clear zone between curb and trail <br />•Separated pedestrian railroad crossing parallel to 130th St N (coordinate <br />with local RR authority to meet design standards) <br />•Meet up to existing Hwy 61 crosswalk alignment <br />Pro’s <br />•130th St N continues to meet collector roadway design standards <br />•Potential to include an arm extension to the existing railroad stop arm for <br />the pedestrian crossing over the tracks rather than adding separate <br />pedestrian arms <br />•Adequate width for shared on-street use of bicycles on shoulders <br />•No road reconstruction/layout required to incorporate trail <br />Con’s <br />•Some adjustments may be needed to existing pedestrian ramp at the <br />Hwy 61 & 130th St N crosswalk to meet ADA requirements <br />•Existing power poles require relocation and due to limited Right-of-Way <br />width, the poles may need to be relocated to south side of 130th St N <br />•Hydrants may require relocation or if they are able to remain, may not <br />account for a 2 foot wide clear zone from trail (though not a requirement <br />for a local trail) <br />•Existing mailboxes would need to be relocated to south side of 130th St N <br />•Impacts to existing entrance drives, signs, landscape areas, etc. <br />The following illustrates the two options that were developed for a trail on the <br />north side of 130th St N.
