RESOLUTION 2025-___ <br />A RESOLUTION OF THE CITY OF HUGO, WASHINGTON COUNTY, <br />MINNESOTA APPEALING THE ACTIONS OF THE METROPOLITAN <br />COUNCIL, REQUESTING THAT A HEARING BE CONDUCTED BY THE <br />METROPOLITAN COUNCIL’S LAND USE ADVISORY COMMITTEE AND <br />THE STATE OFFICE OF ADMINISTRATIVE HEARINGS FOR THE PURPOSE <br />OF AMENDMENTS TO THE METROPOLITAN COUNCIL’S SYSTEM <br />STATEMENT <br />WHEREAS, The City has received a “system statement” from the Metropolitan Council <br />on September 24, 2025, and; <br />WHEREAS, the system statement includes forecasts for population, households, <br />employment, and sewer flow for the purposes of preparing amendments to the City’s <br />Comprehensive Plan, and; <br />WHEREAS, City and the Metropolitan Council have 60 days following the receipt of the <br />system statement to resolve any differences between the City and the Metropolitan Council <br />related to the system statement, and; <br />WHEREAS, the forecasts are inconsistent with the City’s and the Metropolitan Council’s <br />growth projections and planning for previous Comprehensive Plans, are arbitrary, ad hoc <br />and capricious and otherwise improper or improperly based and; <br />WHEREAS, it is the City’s understanding from Metropolitan staff that, among other <br />things, the forecasts are being influenced by inappropriate factors, and; <br />WHEREAS, water supply and lake elevations are not a regional system of the Metropolitan <br />Council, and; <br />WHEREAS, the City has advised the Metropolitan Council of the difference that the City <br />has with the Metropolitan Council’s system statement forecasts but the Metropolitan <br />Council has refused to correct its handling of this, and; <br />WHEREAS, the City and the Metropolitan Council have not resolved the differences prior <br />the to the expiration of the 60 day period, and: <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF HUGO, MINNESOTA, that it should and hereby does request that a hearing be <br />conducted by the Metropolitan Council’s Land Use Advisory Committee and the State <br />Office of Administrative Hearings for the purposes of securing corrections and <br />amendments to the system statement. <br />J.2
