Committee formed to create scope of services for a 3rd party corridor study, create RFP, go <br />out for RFP, evaluate responses, funding formula recommendations and firm selection. <br /> <br />-----------------------NO FUNDS EXPENDED UP TO THIS POINT----------------------- <br /> <br />4. Funding request <br />5. Professional services contract executed <br />6. Plan creation <br />7. Plan completion and presentations <br />8. Plan adoption by each jurisdiction <br /> <br />Adoption of a unified plan has the following goals: <br /> Create clear vision and confidence for all parties on how this corridor will develop in the <br />future <br /> Allow for better collaboration and coordination between the different jurisdictions once future <br />infrastructure projects are proposed. <br /> The unified plan will allow for the pursuit of regional, state and federal grants to support future <br />roadway engineering and construction. <br /> Provide confidence to private developers that the municipalities have an executable plan, <br />encouraging them to pursue development opportunities in the area. <br /> Signal to other necessary development partners, such as gas, electric and fiber providers, <br />that the municipalities see the MN Tech Corridor as an important asset and encourage them <br />to also execute planning efforts to prepare for development opportunities. <br /> <br />REQUEST <br />For your consideration is a Cooperation Agreement between the six entities. This merely creates a <br />structure for the six entities to effectively collaborate, work through the details of how to move this <br />effort forward and go out for RFP. Approval of this Cooperation Agreement will not incur additional <br />costs beyond staff time. <br /> <br />A future funding request is likely, once more information is gathered. At that time, we will come back <br />with a more detailed plan, cost estimates, timeline for deliverables and specific outcomes for your <br />consideration. This Cooperation Agreement merely creates the foundation that allows a team of <br />different staff to create that more detailed effort and go out for RFP.
