There is a memo in the packet outlining the goals of the group and details of the agreement. <br />At its November 18, 2025, meeting the EDA heard a presentation from Chris Eng, Washington <br />County Economic Development Director, and Gregory Frahm-Gilles, Anoka County Economic <br />Development Director. They provided background and discussed the agreement. The EDA <br />agreed that the continued partnership in planning the corridor is important and recommended <br />approval of the agreement to the City Council. Staff recommends the City Council approve the <br />agreement and direct staff to execute the document. <br /> <br />H.1 Public Hearing on the 2026 City Budget and Tax Levy <br /> <br />State statutes require the City Council to hold a public hearing on the proposed city budget and <br />tax levy for the 2026 fiscal year. Finance Director Anna Wobse will present the budget and tax <br />levy to the Council prior to taking public comment. At the conclusion of the public hearing staff <br />recommends adoption of a resolution approving the General Fund Budget for the 2026 Fiscal <br />Year and a resolution approving the Final Tax Levy Payable in 2026. <br /> <br />M.1 Reminder - Santa Party and Tree Lighting on Wednesday, December 3, 2025 <br /> <br />Staff has scheduled a meeting to attend the fourth annual Santa Party on Wednesday, December 3, <br />2025, from 5-7 p.m. at the Peder Pedersen Pavilion. The tree lighting ceremony will be at 6:30 pm. <br /> <br />M.2 Reminder – Holiday Party on Thursday, December 4, 2025 <br /> <br />Staff has scheduled a meeting to attend the annual holiday party in appreciation of volunteers <br />and commissioners on Thursday, December 4, 2025, at 5:30 at the Peder Pedersen Pavilion. <br /> <br />M.3 Fire Department Toy and Food Drive on Saturday, December 6, 2025 <br /> <br />The Hugo Fire Department will hold a Toy Drive on Saturday, December 6, 2025. Locations to <br />“stuff the truck” are the Hugo Fire Station and Festival foods parking lot from 10 a.m. to 2 p.m. <br />There are several donation bins located throughout the City including City Hall. Monetary <br />donations can be made to the Hugo Good Neighbors Food Shelf or gifts can be purchased <br />through Amazon Wishlist. <br /> <br />M.4 Approve Closing of City Hall on Friday, December 26, 2025 <br /> <br />As provided for in the Hugo Personnel Policy, each regular, full-time employee is granted one <br />day of their choosing as a personal holiday.
