All structures shall be screened from view of public waters. <br /> <br />The proposed use would not be visible from public waters. <br /> <br />11. Wetland impacts. <br /> <br />The proposed use does not impact wetlands. <br /> <br />12. All state and local permits shall be acquired for the conditional use. <br /> <br />The developer would be responsible for obtaining all state and local permits. <br /> <br />13. Adequate screening and buffering from non-compatible uses and public rights-of-way. <br /> <br />The proposed use is compatible with the adjacent developments. Landscaping will be installed <br />with the development. <br /> <br />It’s in staff’s opinion that the developer has met the criteria to approve the CUP requests. <br /> <br />Performance Standards <br /> <br />Sec. 90-213 of City Code outlines performance standards for carwashes, which includes: <br /> <br />(a) It is unlawful for any person to construct or operate a commercial carwash in the city, except <br />in conformance with this chapter <br /> <br />Carwashes are allowed in the C-2 zoning district with approval of a conditional use permit. If the <br />CUP is approved, the carwash will be in compliance with this chapter of the zoning code. <br /> <br />(b) Carwashes must be served by a public sanitary sewer system. <br /> <br />The carwash will be served by City sewer and water. <br /> <br />(c) Parking, or stacking space, must be provided to accommodate the number of vehicles that may <br />be washed in a 15-minute period. A minimum of 180 feet of stacking lane shall be provided <br />separate from all parking areas. <br /> <br />The site plan provides approximately 200 feet of vehicle stacking space separate from parking and <br />loading areas, satisfying the requirement. <br />
