CONSTRUCTION UPDATECONSTRUCTION UPDATE <br />The Shores of Oneka Lake <br />The Shores of Oneka Lake neighborhood has been growing since <br />construction began in early 2023, and is currently in its fifth and <br />final phase with 52 single-family lots. Following this phase of <br />construction, the 219 homes originally planned will have been <br />constructed. Additionally, the trail along the western shore of <br />Oneka Lake has been constructed and provides the public with views <br />of Hugo’s largest lake that haven’t been accessible until now. This <br />trail is planned to eventually connect to the city’s Bernin Park property <br />to the south. <br />Oneka Fields Apartments <br />The Shores of Oneka Lake general plan had included an area with <br />apartments on a parcel at the entrance to the development, coming <br />in from the roundabout on 159th Street. The City received a propos- <br />al to construct five 12-unit apartment buildings in 2024, to be <br />known as Oneka Fields. Each building is two stories high, and each <br />unit will have its own driveway and entrance. The form of these <br />apartment buildings will be similar to the Jack Pine Place apartments <br />west of Lions Volunteer Park. Construction on these apartments be- <br />gan in the spring of 2025, and they are expected to open in 2026. <br />Arbor West Apartments <br />The Arbor West apartments is an 89-unit apartment project <br />being constructed on Rosemary Way, adjacent to Festival Foods and <br />the Victor Marketplace shopping center. The project received site plan <br />approval in 2022, and was platted in 2025 as the fifth addition of <br />Frenchman Place. The project also includes a new 2-acre City park <br />east of the building. Construction in the early summer of 2025, and <br />the building is expected to open in 2026. <br />Watercrest of Hugo <br />The City Council approved the 1st and 2nd additions for the devel- <br />opment known as Watercrest of Hugo in 2024. The development <br />created 59 single-family lots on property located south of the Birch <br />Tree Ponds and east of the Adelaide Landing developments. The first <br />phase with 30 lots has nearly finished construction, while the second <br />phase with 29 lots has begun construction recently. <br />Zoning Code Review <br />The Community Development Department is currently in the process <br />of studying the zoning code with the goal of modernizing it and <br />better aligning with contemporary development trends. The <br />study is being led by the city’s consultants at Landform Professional <br />Services, and includes an evaluation of all zoning districts, the uses <br />allowed in each district, and geographic considerations.
