_3_ <br /> Dr. Chapman stated we do not have a gun control ordinance to <br /> protect the town. <br /> Mr. Wailer explained how a fence could be installed in the bog. <br /> Irene Leroux asked how many years the White Bear Rod and Gum <br /> Club had been in existence. Mr. Perron said from 1938 or 39. <br /> How many times have people wandered onto your property. They <br /> have never seen it happen. Mrs. Leroux said the White Bear <br /> Police Department never had complaints against the White Bear <br /> Rod and Gun Club except for one instance with a rock band. <br /> Mr. Perron stated this is the reason they have docideCinotc,ct' <br /> to rent the club out. <br /> Motion made by Spitzer, seconded by Norden, recommending the <br /> approval of the Special Use Permit with the following conditions: <br /> 1. The east and west property lines should be fenced with a woven, <br /> non-climbable type fence and the south property line could be <br /> fenced with the same type or a decorative wood fence such as <br /> a wood rail type. <br /> 2. That all requirements imposed by the Rice Creek watershed <br /> District be made a part of this special use permit. <br /> 3. Shooting hours be limited to starting not before 10:00 a.m. and <br /> stopping not later than 10:00 P.M. <br /> 4. The use of the club limump be limited to members and guests <br /> for activities that are normally associated with a gun club. <br /> 5. The driveway and parking areas shall be black-topped. <br /> 6. Prior to any issuance of building permits, the gun club shall <br /> obtain a driveway access permit from the Washington County <br /> Engineer. <br /> 7. At any time should the standards of the Pollution Control Agency <br /> as they relate to noise be exceeded the gun club shall have <br /> ninety (90) days from the date they are notified they exceed <br /> these standards to prepare and submit to the City Council and <br /> Planning Commission plans for the abatement of noise so that <br /> it is brought within the required standards. Once these plans <br /> are approved by the City Council, the gun club will have six (6) <br /> months to start construction in accordance with approved abate- <br /> ment plans and all construction in accordance with the abatement <br /> plans shall be completed one (1) year from the date they are <br /> apprOYAI4 by the City Council. <br /> 8. Prior to the installation of any lighting facilities, the gum <br /> club shall submit and have approved by the Hugo Planning Commis- <br /> sion a detailed lighting plan. <br />
