SCHWAB <br /> COUNTY PLANNING COORDINATOR <br /> TO: CITY OF HUGO PLANNING COMMISSION <br /> SUBJECT: SPECIAL USE PERMIT FOR DAY CARE CENTER <br /> REQUESTED BY MR & MRS JAMES SMITH <br /> DATE: MARCH 12, 1974 <br /> The request is for a special use permit to allow the use of a portion of the <br /> Smith residence as a child care center. According to the proposal, there would <br /> be facilities for a maximum of eighteen (18) children and the child care center <br /> would be licensed in accordance with State regulationspertaining to this type of <br /> facility. Not being to familiar with child care centers, I feel we should leave <br /> the space requirement, per child, up to the licensing agency since they must <br /> have set minimum standards. <br /> • The site in question is approximately seventeen (17) acres in size and since <br /> these children would be supervised I do not feel there would be a detrimental <br /> effect on surrounding land uses. The site plan that was submitted shows both <br /> shelter belt plantings that were done in 1973 and some additional ones proposed <br /> for 1974. This would help to provide privacy to the surrounding land owners <br /> and should adequately protect their interests. If during the public hearing specific <br /> points are brought up regarding intrusion of privacy by surrounding land owners <br /> we could evaluate their concerns at the time of the public hearing anddetermine <br /> if additional security or screening measures are necessary. <br /> I also looked at the septic system design to determine its adequacy for such an <br /> undertaking as is proposed. Your building inspector provided me with the soils <br /> information he had available on the site and a copy of the permit that was issued <br /> for the system. In reviewing this material it appears that the permit was issued <br /> for a single family structure and did not take into consideration the possibility of <br /> a child care center. The existing system has a 1200 gallon septic tank with <br /> 250 feet of drainfield. This is adequate for the single family residence but does <br /> not meet the requirements for an additional eighteen (18) children under the .child <br /> care center proposal. We feel that an additional two lines, '24 incheswide, 75 <br /> feet in length, should be added to the existing drainfield system and an additional <br /> 1000 gallon sealed septic tank should be added to the system in series with the <br /> existing septic tank. <br />
