Mr Byrum also displayed five <br /> maps showing sewer plans and the service areas of the east Metro Area for <br /> 1974 and 2000, etc. <br /> • <br /> My Byrum said that the Metropolitan Council would like Washington County's <br /> input. There will be a public hearing on July 15, 1974, the purpose of which <br /> is to get general opinion. He also said the Metropolitan Council would like to <br /> set up a local planning assistance program to help on specific studies, etc. for <br /> communities that do not have a regular planner. They would also like to have <br /> sample codes for communities to use when they are getting started. He also <br /> discussed the Green Acre Law and stated it needs some revisions. He discussed <br /> housing and reinvestment in older housing developments. There was general <br /> discussion on taxes and tax base. <br /> Members of the Planning AdvisoryCommission and others in attendance asked <br /> many questions regarding the development controls that were being proposed and <br /> what direction the Metro Council was planning on taking regarding additional <br /> legislation. There also was considerable discussion regarding the preservation <br /> of the rural area and what types of tax relief were available. Mr Byrum made <br /> reference to a study done by Dr Frei I ich and stated that at a future meeting <br /> he would have someone available who could discuss that report. <br /> PUBLIC HEARING ON AMENDMENTS TO THE W.C. D. C. <br /> Mr Don Raleigh went through, in great detail, the amendments to the Washington <br /> County Development Code. A question was raised as to the difference between <br /> a special use permit and a variance. Mr Raleigh stated that a variance only <br /> applies to the land. <br /> In Section 504.02 it was suggested to add: (8) Applications for variance shall <br /> be submitted to the local community first. It was also suggested to put a one <br /> year time limit on granted variances. If after one year the variance has not been <br /> used, notification would be sent to the landowner that the variance could be <br /> cancelled. At this time the landowner may appear before the Board of-Adjustment <br /> and Appeals to renew his variance. <br /> In Section 708.05 i t was recommended to omit the words, "and a minimum of <br /> one street tree" with a period to be put afer the word "interior". <br /> In Section 727.13(1)a. the words "over the age of Sixty (60) years" to be <br /> omited. It was suggested that the word "or" should be put in b. , c. , and d. <br /> It was also suggested that a fourth condition should be added to this section <br /> stating: The above conditions are to be reviewed annually to see that previous <br /> conditions still exist. <br /> • <br /> Mr Schwab stated that this new section does not include farming districts where <br /> mobile homes are already permitted and these new conditions are in addition to <br /> already set conditions. A motion was made to recommend approval of the amend- <br /> ments to the Washington County Development Code. Carried. <br /> ADJOURNMENT <br /> The meeting adjourned at 12;00 a,m. <br />
