14 (1)%14/1 <br /> r• ✓ <br /> HUGO PLANNING PROGRESS REPORT FOR DECEMBER <br /> January 4 , 1973 <br /> MEMORANDUM <br /> To : Hugo Village Council <br /> From: Design Planning Associates , Inc . <br /> Subject : Progress Report on Hugo Comprehensive Planning Progress <br /> Activities of the Planning Consultant for the month of December <br /> continued in the finalizing of acceptable community goals and <br /> policy which would subsequently assist in the development of a <br /> sketch (preliminary) plan. Much of this information was gleaned <br /> from the planning questionnaires which were sent in following the <br /> November 8th public Planning Meeting . <br /> The number of questionnaires returned was very disappointing. As <br /> of December 6th , only eighteen (18) out of a potential of 150 <br /> questionnaires were returned . (Approximately 150 citizens attended <br /> the November 8th meeting. ) As a result the feelings and attitudes <br /> of a small minority of the citizens of Hugo are reflected in the <br /> goals and policy input. The general direction provided by the <br /> citizens seems to be towards retaining the Village in its present <br /> low density , single family character with emphasis on a semi -rural <br /> environment. (Apartment buildings , for instance , were considered <br /> quite negatively. ) The analysis of the questionnaire was made <br /> available to the Planning Commission members and others who attended <br /> the December 13th study meeting. Since the g December study meeting , <br /> the consultant has been translating the questionnaire results plus <br /> other acceptable goals into a sketch plan map form for future <br /> consideration and study in January and February. <br /> Mr. Ian Ball , of the Metropolitan Council , met with the Planning <br /> Commission and the consultant at the December study meeting to <br /> present the Met Council ' s concerns regarding the phasing of Hugo ' s <br /> future growth so as not to overload the capacity of the Forest Lake <br /> sewer interceptor line . He will meet with the Village and Township <br /> of Forest Lake in January regarding the same potential problem and <br /> will report back to the Hugo Planning Commission shortly thereafter <br /> for further discussion. <br /> Activities of the consultant in January will be primarily devoted <br /> to the preparation of a sketch plan map in the areas of future land <br /> use and thoroughfare planning . The January 10th Planning Commission <br /> study meeting will be devoted to the presentation and discussion of <br /> the sketch or preliminary plan map . <br />
