HUGO PLANNING PROGRESS REPORT FOR JANUARY <br /> January 31 , 1973 <br /> MEMORANDUM <br /> To : Hugo Village Council <br /> From: Design Planning Associates , Inc . <br /> Subject: Progress Report on Hugo Comprehensive ve <br /> p Planning Program <br /> Activities of the Planning Consultant for the month of January were <br /> centered in the preparation of the sketch or preliminary plan map , <br /> primarily in the areas of land use and transportation . This material <br /> was presented and discussed with the Planning Commission and inter- <br /> ested citizens at the study meeting of January 10th . <br /> An urban/rural line of demarcation was arrived at in January and it <br /> is coterminous with the service area boundary of the Metropolitan <br /> Sewer Board ' s Sewer District #1 . This means that all future urban <br /> type growth and development will be directed to the area of the <br /> village west of this line , since sanitary sewer services hopefully <br /> soon will be available in this area to support the proposed higher <br /> density development. A more rural type character will be advocated <br /> east of this line, with larger residential lots to be accomodated , <br /> relying solely on on-site sewer systems (septic tanks , drain fields , <br /> etc. ) and individual private wells . <br /> Considerable dialogue has taken place this month with members of <br /> the Village Council , the Washington County Highway Engineer , and <br /> staff members of the Metropolitan Council and Metropolitan Sewer - <br /> Board on topics relevant to the preparation of transportation <br /> (thoroughfares ) and community facilities plan elements . A great <br /> deal of community facilities assistance and information has also <br /> been obtained from conversations with Mr. Carl Nordquist , President <br /> of the Hugo Snowmobile Club , and Mr. Funk , Principal of the Hugo <br /> Elementary School . Cooperation of the townspeople continues to be <br /> excellent in the continued formulation of the comprehensive develop- <br /> ment plan. <br /> Activities of the consultant in February will be directed towards <br /> the completion of the community facilities , land use , and transpor- <br /> tation plan elements . The February 14th Planning Commission study <br /> meeting will be devoted to the presentation and discussion of the <br /> community facilities plan; some refinement to the thoroughfares plan ; <br /> a more detailed look at the potential of the central business district <br /> (downtown area ) of "old" Hugo ; and discussion of the recently adopted <br /> subdivision regulations . <br />
