C . POPULATION CHARACTERISTICS
Hugohas always been a "growth" community and will undoubtedly
continue to grow in the future . As can be noted below on
Table I the Village (and Oneka Township) had experienced very
slow, steady growth during the period 1940-1960. Both
communities were averaging an increase of approximately one
hundred (100) persons in each of the two ten year periods .
(1940-1950 , 1950-1960 . )
TABLE I - POPULATION TRENDS
1940 1950 1960 1970 1972*
Hugo 348 440 538 751 3 , 164
Oneka Twp . 683 771 898 1,918 ----
Total 1 ,031 1 ,211 1 ,436 2 ,669 3 ,164
Washington
County 26 ,430 34 ,544 52 ,432 82 ,948 92 ,625
* Metropolitan Council All other data from U . S . Census
Since 1960 there has been a marked acceleration in the rate
of growth , especially in Oneka Township , where an increase
of over 100% has been realized. The old Village of Hugo
increased approximately 50% in this ten year period . The
composite Village ' s rate of growth was somewhat greater than
that of Washington County, which was 58%. With the greater
mobility of the populace and the recent opening of I-35E ,
it appears that the urban "fringe" of St. Paul is fast
approaching the Hugo area .
Current population estimates by the Twin Cities Metropolitan
Council for 1972 indicate that this recent growth phenomenon
is continuing . They estimate a population of 3 ,164 for
Hugo , which is an increase of 18% over the 1970 Census figures .
Future growth of this magnitude can be borne out by the fact
that the Village has issued building permits for 74 housing
units for 1972 .
Future population projections have been prepared by the
Metropolitan Council and are shown on Table II below:
5
