10. The comprehensive plan forHugo is presented in map form as <br /> a part of this report. Said map contains general plans for <br /> land use , transportation and community facilities . Perhaps <br /> more important , however, is the set of basic goals and <br /> policies recommended as guidelines for future growth , and <br /> change in the environment. <br /> 11 . The Municipal Plan should not be considered as a "master" or <br /> inflexible blueprint for maintenance and development ; rather , <br /> it should be considered as a guide to making the day-to-day <br /> decisions which , in their sum total , will result in the <br /> environment of the future . <br /> 12 . Coordination of local plans with those of the Metropolitan <br /> Council , County, School Districts , adjacent communities , <br /> and others is essential to the well -being of the residents <br /> and the urban area as a whole . <br /> 13 . A goal of the local planning process should be to aid in <br /> the beautification and improvement of living conditions as <br /> well as the creation of efficiency and economy in the urban <br /> scene. <br /> 14. Public facilities and services should be provided in accor- <br /> dance with a plan and systematic program rather than merely <br /> in response to demands created by sproadic and uncoordinated <br /> private developments . <br /> 15 . Major public expenditures should be made in accordance with <br /> a long-range financial plan. <br /> 16 . Future change in the environment should be on the basis of <br /> total community good , sound planning principles , and facts <br /> rather than simple yielding to the emotional considerations <br /> of special interest groups . <br /> 21 <br />
