10. The comprehensive plan forHugo is presented in map form as
a part of this report. Said map contains general plans for
land use , transportation and community facilities . Perhaps
more important , however, is the set of basic goals and
policies recommended as guidelines for future growth , and
change in the environment.
11 . The Municipal Plan should not be considered as a "master" or
inflexible blueprint for maintenance and development ; rather ,
it should be considered as a guide to making the day-to-day
decisions which , in their sum total , will result in the
environment of the future .
12 . Coordination of local plans with those of the Metropolitan
Council , County, School Districts , adjacent communities ,
and others is essential to the well -being of the residents
and the urban area as a whole .
13 . A goal of the local planning process should be to aid in
the beautification and improvement of living conditions as
well as the creation of efficiency and economy in the urban
scene.
14. Public facilities and services should be provided in accor-
dance with a plan and systematic program rather than merely
in response to demands created by sproadic and uncoordinated
private developments .
15 . Major public expenditures should be made in accordance with
a long-range financial plan.
16 . Future change in the environment should be on the basis of
total community good , sound planning principles , and facts
rather than simple yielding to the emotional considerations
of special interest groups .
21
