MINUTES OF PROCEEDINGS OF ADJOURNED PiIBI,IC HEARING <br /> SEPTEMBER 25, 1973 <br /> The adjourned public hearing on the proposed zoning ordinance for the <br /> village was reconvened at 8:00 PM by Mayor Carlson. The mayor stated <br /> the reason for reconvening the hearing to September 25th was to consider <br /> any changes made by the council or planning commission in the ordinance, <br /> which would come about from information gathered from the public. <br /> Dan Spitzer, chairman of the planning commission, then began a statement <br /> to the audience. He stated many comments were gathered from the last hear- <br /> ing, both from those who were there, and a great number of people who were <br /> not. The village council and planning commission had a chance to consider <br /> these comments and letters at a meeting last week, and it was apparent that <br /> some rather severe and far reaching changes should be made to the proposal <br /> which was submitted to the public at the last hearing. Mr. Spitzer said <br /> they are considering the adoption of an additional zoning classification <br /> to be used in the area marked green on the zoning map as to a rural resi- <br /> dential area. He said it would be appropriate that the village council and <br /> planning commission should take some time and deliberate on a proposal to <br /> be delivered to the public at some later time, which would be more in line <br /> with the desires expressed at the public hearing last time, and over the <br /> telephone and by letters to the council and commission. The planning com= <br /> mission has every intention of reviewing the zoning ordinance and making <br /> certain changes to it which would encompass both the maintenance of the <br /> agricultural district and perhaps an additional zoning category. Mr. Spitzer <br /> said the commission would have to have about one month or four weeks to de- <br /> liberate on a new proposal. During this time, the public should write letters, <br /> make phone calls to the planning commission members,. and attend as spectators <br /> only the village council meetings and planning commission meetings where <br /> the deliberations shall take place. <br /> Mayor Carlson then stated the proposed zoning ordinance as it now stands, <br /> will be at the village hall along with the zoning map, for the public re- <br /> view.He also stated that any changes made by the planning commission would <br /> probably be published in the newspaper before another hearing would be called. <br /> Mayor Carlson said he would see that the names, addresses, and phone numbers <br /> of planning commission members would be published in the newspaper for the <br /> public's information. The mayor was then about th close the public hearing <br /> when Dr. Chapman said he would like to say a few things. <br /> Dr. Chapman said he would like to commend the planning board for what they <br /> had done up to the present time. It was a tremendous job. He also congratula- <br /> ted the mayor and council for their work. He then went on to say that one <br /> large zoning map and the few pages of the ordinance given to the public at <br /> the last hearing was totally inadequate. All papers and maps pertaining to <br /> zoning should be published in the newspaper even if it costs $300.00. He <br /> said there should have been more time to prepare the citizens for this ordi- <br /> nance before the actual hearing took place. He said once the council passes <br /> the ordipance, it will be law, and the public ought to know the rules. Mr. <br /> chapmaVAce again the council and planning commission failed to allow time <br /> for the public to get used to the ordinance before the hearing. They didn't <br /> have time to think aboutit, so a great many of the people instead got overly <br /> excited. <br /> Mayor Carlson then closed the public hearing at 8:20 PM. <br />
