• <br /> VILLAGE OF HUGO <br /> Public Meeting on Village Plan (Goals , Policy, Standards) <br /> A. Background <br /> Development goals and policies (The second stage in the planning process ) <br /> determine the shape and character of the environment. For example, it may <br /> be public policy to develop subdivision regulations based upon a carefully <br /> conceived set of goals and to enforce the regulations in a strict but fair <br /> manner. On the other hand , it may be a public policy to adopt subdivision <br /> regulations , but it may also be public policy to enforce such regulations <br /> in a haphazard manner. The end results of varying goals and policies will <br /> be vastly different. Thus , this second stage has become an increasingly <br /> important phase of comprehensive planning. It is quite possible thatP oli:cy <br /> making and determination of development goals may become as important or <br /> even more important than physical planning. <br /> A goal is a desired objective to be reached ; apolicy is an official course <br /> of action adopted and followed by local government n striving to attain <br /> the desired goals . The difficulty in a free society arises from the fact <br /> that attitudes change and public policy at the local level of government can <br /> change as frequently as elections . Goals and policies should , however , be <br /> based upon certain values that are held by the majority and change very <br /> slowly; it is possible to develop certain basic goals and policies that will <br /> stand the test of time. <br /> Community goals are preferences as to: (1 ) the general type. of community <br /> that future physical development should help produce; and (2) the character <br /> and location of the major physical elements forming the living and working <br /> environment. Before the comprehensive development plans are developed and <br /> effectuated , there should be a concensus on clearly stated goals for the <br /> Village. If possible, such goals should not be in conflict with those of <br /> neighboring communities and the Metropolitan planning efforts. <br /> One means of developing an on-going public policy toward a desirable <br /> living and working environment is to present various alternatives to the <br /> citizens in order that they may evaluate and select from various alternatives. <br /> Too often in the past, the citizens have not been presented with the possi- <br /> bilities and limitations of alternative solutions to situations affecting <br /> their living and working environment. <br /> Standards are simply measures of "quality" . Some standards can be enacted <br /> into aw via the zoning , subdivision, and other ordinances while others <br /> may be utilized simply as guides in evaluating development proposals . For <br /> example, a standard that can be enacted into law is the minimum lot size <br /> permitted in the Community. A "guide" might be that of soils interpretation <br /> affecting lot sizes and reservation of natural open space. <br /> B. The following series of questions are intended 'only as a guide to help you <br /> make recommendations for planning the future of Hugo. <br /> VILLAGE OF HUGO PLANNING QUESTIONNAIRE <br /> What should the Village be and become? <br /> What is likely to happen?
