SCHWAB <br /> COUNTY PLANNlNC, COORDINATOR <br /> TO: HUGO VILLAGE COUNCIL <br /> SUBJECT: SPECIAL USE PERMIT FOR AUTO REDUCTION YARD - <br /> LEONARD NOACH; NORMAN NORTON <br /> DATE: NOVEMBER 20, 1972 <br /> It is my understanding that both Mr Noach and Mr Horton are applying for special <br /> use permits to operate auto reduction yards. Mr Noach desires to start a new <br /> salvage yard immediately south of the existing yard which is owned by Mr Horton. <br /> Mr Horton desires to have his special use permit renewed so that he may continue <br /> to operate a yard on his property. I had an opportunity to visit these sites yes- <br /> terday and after walking over the property and viewing it from the different points <br /> where it is visible from adjacent property, 1 feel there is considerable room for • <br /> improvement as to the aesthetics of the existing yard and if we are to permit a <br /> new yard to start certain precautions should take place to insure that it is not <br /> an eyesore and would not depreciate land values in the immediate area. <br /> Uses such as auto reduction yards are usually only permitted in heavy industrial <br /> zoned areas and these sites are usually not visible to the general public and . <br /> are generally buffered by some land use other than residential. In this case -both <br /> yards are visible from Highway 61 which is a major thoroughfare in the community <br /> and the land use to the south of this site is residential. The land use to the <br /> east and north, as of this time, has not been clearly defined. <br /> Since these conditions do exist we should take every precaution to insure that <br /> the site is aesthetically acceptable and would .not depreciate surrounding property <br /> values or become an undesirable nusiance. From my brief tour of the sites <br /> feel additional consideration should be given to these uses before the special <br /> use permits are renewed so that adequate conditions may be drafted to protect <br /> the general health and welfare of the community. <br /> WHERE MINNESOTA WAS BORN <br />
