SCHWAB, COUNTY PLANNING COORDINATOR TO: VILLAGE OF HUGO PLANNING COMMISSION SUBJECT: ANNUAL PERMIT TO OPERATE AUTO REDUCTION YARD LEONARD NOACK; NORMAN HORTON DATE: NOVEMBER 26, 1972 On Friday, November 24, 1972, I met with some of the members of the Huge Village Planning Commission at Mr. Noack's property to make an on-site evaluation of his proposed operation. While we were there we also discussed Mr. Horton's property. It was our opinion the the Hugo Village Planning Commission should not make any r ecommenda ti one at this time regarding Mr. Horton's property. At such time as Mr. Horton submits a formal application for the annual license to operate an auto reduction yard, we will then be able to see exactly the type of operation he intends on running and be in a much better position to make realistic recommendations. We did tour the entire parcel of property owned by Mr. Noack and discussed with him his proposed operation. After considerable discussion it was our opinion that..an annual license for the operation of an auto reduction yard should be issued to Er.. Leonard Noack and that such license should contain n the following provisions. 13C 1603 1. A planting of evergreen trees shall be installed enclosing the commercial building on the property and that portion used for the auto reduction yard in such a manner to give an unbroken line of tree growth on the south, east, and north property lines. The owner is to contact Mr. Martin Ziebell of the Washington County Soil Conservation Service to obtain his recommendations regarding species and spacing of planting to insure that the area is properly screened. A copy of Mr. Ziebell's recommendation shall be presented to the Village of Hugo Planning Commission for their approval prior to any planting taking place. Planting to start no later than June 30, 1973 and should be completed prior to November 1, 1973. Trees planted shall be of such size that within five (5) years they will adequately screen to a height of .of less than six (6) feet. 3. The owner shall install a chain link fence, six (6) feet in height, with a one (1) foot barb-security arm around the entire storage yard area.
