SCHWAB, <br /> COUNTY PLANNING COORDINATOR <br /> TO: VILLAGE OF HUGO PLANNING COMMISSION <br /> SUBJECT: ANNUAL PERMIT TO OPERATE AUTO REDUCTION YARD <br /> LEONARD NOACK; NORMAN HORTON <br /> DATE: NOVEMBER 26, 1972 <br /> On Friday, November 24, 1972, I met with some of the members of the Huge <br /> Village Planning Commission at Mr. Noack's property to make an on-site <br /> evaluation of his proposed operation. While we were there we also discussed <br /> Mr. Horton's property. It was our opinion the the Hugo Village Planning <br /> Commission should not make any r ecommenda ti one at this time regarding Mr. <br /> Horton's property. At such time as Mr. Horton submits a formal application <br /> for the annual license to operate an auto reduction yard, we will then be <br /> able to see exactly the type of operation he intends on running and be in a <br /> much better position to make realistic recommendations. <br /> We did tour the entire parcel of property owned by Mr. Noack and discussed <br /> with him his proposed operation. After considerable discussion it was our <br /> opinion that..an annual license for the operation of an auto reduction yard <br /> should be issued to Er.. Leonard Noack and that such license should contain <br /> n <br /> the following provisions. <br /> 13C 1603 <br /> 1. A planting of evergreen trees shall be installed enclosing the <br /> commercial building on the property and that portion used for <br /> the auto reduction yard in such a manner to give an unbroken <br /> line of tree growth on the south, east, and north property lines. <br /> The owner is to contact Mr. Martin Ziebell of the Washington County <br /> Soil Conservation Service to obtain his recommendations regarding <br /> species and spacing of planting to insure that the area is properly <br /> screened. A copy of Mr. Ziebell's recommendation shall be presented <br /> to the Village of Hugo Planning Commission for their approval prior <br /> to any planting taking place. Planting to start no later than June <br /> 30, 1973 and should be completed prior to November 1, 1973. Trees <br /> planted shall be of such size that within five (5) years they will <br /> adequately screen to a height of .of less than six (6) feet. <br /> 3. The owner shall install a chain link fence, six (6) feet in height, <br /> with a one (1) foot barb-security arm around the entire storage <br /> yard area.
