<br />I.1 Discussion on 165th Street AUAR and Approval of Resolution Ordering AUAR <br /> <br />At the April 21, 2025, City Council meeting staff presented constraints to development in the <br />165th Street area regarding road improvements, utility extension, land use, and natural resources. <br />Staff put together a scope of work for the AUAR that would analyze multiple development <br />scenarios including land use, infrastructure, environmental assessments, and costs. The City <br />Council authorized staff to move forward with the AUAR. Staff has been working creating the <br />land use development scenarios and getting background on the infrastructure, environmental <br />assessment, and costs. There has been an open house and a joint workshop with the City Council, <br />EDA and Planning Commission. With the feedback, staff has been developing the AUAR, and a <br />good start to the draft is in place. The next step in State process for the AUAR is for the City to <br />formally order the preparation of the AUAR. After the resolution for the order is passed, the draft <br />will be completed and staff will ask the City Council to approve the distribution of the AUAR <br />for formal comments, which will happen in February. Staff recommends the City Council <br />approve the resolution ordering the preparation of the AUAR for the 165th Street corridor. <br /> <br />M.1 Reminder – Fire Department Banquet Saturday, January 17, 2026 <br /> <br />Council has scheduled a meeting to attend the Hugo Fire Department Annual Banquet on <br />Saturday, January 17, 2026, at the Hugo American Legion beginning at 5 p.m. Council should <br />RSVP to Ross Hoernemann. <br /> <br />M.2 Cancel January 19, 2026, City Council Meeting Due to Martin Luther King Holiday <br /> <br />The second Council meeting of the month falls on the Martin Luther King Holiday, January. <br />Staff recommends Council cancel the January 19, 2026, regular Council meeting. <br /> <br />M.3 Reminder - Council Goal Setting Session Monday, January 26, 2026 <br /> <br />Council had scheduled their Annual Goal Setting Session for Monday, January 26, 2026, at 6 <br />p.m. in the Council Chambers. <br /> <br />M.4 Schedule the Board of Appeal and Equalization for Thursday, April 2, 2026 <br /> <br />Washington County is requesting the Council schedule the Board of Appeal and Equalization <br />meeting for Thursday, April 2, 2026, from 5:30-7:00 pm. Staff recommends Council schedule <br />the meeting for Thursday, April 2, 2026, in the Oneka Room at City Hall. <br /> <br />N. Adjournment <br />
