BACKGROUND: <br /> <br />The Hugo American Legion has submitted an application for a Special Event Permit to hold a <br />one-day snowmobile racing event on Saturday, February 28, 2026. The American Legion is <br />partnering with the Hugo Knight Riders Snowmobile Club and the Minnesota Snow Drag Tour, <br />which has experience hosting similar events throughout Minnesota. This year, the Minnesota <br />Snow Drag Tour has six events scheduled, including the Hugo American Legion Shootout. The <br />event requires City Council approval of a Special Event Permit due to an estimated attendance <br />of 750 people throughout the day on Saturday, the use of City-owned property along Egg Lake, <br />the use of amplified sound, and the sale of alcohol. <br /> <br />2. DESCRIPTION OF EVENT: <br />This will be the first annual Hugo American Legion 500-foot snow drag race, to be held on Egg <br />Lake. There will be a beer garden, food trucks, and vendors. Following the race, an awards <br />ceremony will be held at the Hugo American Legion. <br /> Times – The event will run from approximately 8:00 a.m. to 5:00 p.m., with races <br />beginning at 9:00 a.m. Setup will begin on Friday that will include site preparation and <br />tent installation. <br /> Public Health Plans – The applicant will contract with Gene’s Disposal for refuse <br />collection. Several trash bins will be available throughout the event area. The applicant <br />will also contract for a minimum of three portable toilets to be on-site and available for <br />use. <br /> Emergency and Security Plans – The applicant will hire at least one Washington <br />County Deputy to be on-site from 10:00 a.m. to 6:00 p.m. The Hugo Fire Department <br />will provide emergency services by having EMT personnel and first responders on-site. <br />Several volunteers from the American Legion membership will be present to provide <br />event security. <br /> Admission Fees – The event will be free for spectators, with the exception of the pit <br />area. Race entry fees will be collected through an online registration portal and will <br />vary by class and race. Individuals entering the pit area will be required to purchase a
