<br />1 “Frenchman Village” Sketch Plan <br />CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br /> <br />Planning and Zoning Application <br />Staff Report <br /> <br /> <br />TO: Bryan Bear, City Administrator <br /> <br />FROM: Rachel Juba, Community Development Director <br /> <br />SUBJECT: “Frenchman Village” Sketch Plan - Maplewood Development <br /> <br /> Property located on the southwest corner of Highway 61 and CSAH <br />8/Frenchman Road. <br /> <br />DATE: January 29, 2026, for the City Council Meeting of February 2, 2026 <br /> <br />REVIEW DEADLINE: March 14, 2026 (60-days) <br /> <br /> <br />1. COMMISSION UPDATES: <br /> <br />Staff presented the sketch plan to the EDA, Parks Commission, and Planning Commission. <br />Below are the EDA and Planning Commission updates and the Parks Commission update is at <br />the Parks and Trails section of this staff report. <br /> <br />At both meetings the applicant stated this would be a master plan and developed in one phase. <br />The combination of land uses is something they are comfortable with. They are showing <br />commercial, but they stated we might be waiting a while for commercial development. <br /> <br />At its January 20, 2026, meeting the EDA reviewed and commented on the sketch plan. The <br />EDA generally liked the mix of uses and the layout, understanding there are still several details <br />to work through. They liked that the developer is planning the entire property. <br /> <br />Although the EDA would like to see additional commercial land use area, they were generally <br />comfortable with the amount shown. They considered the amount of other land we have <br />available for commercial and the state of the commercial (retail) environment. They generally <br />agreed more density could be added to the downtown area and it is expected the downtown area <br />provide a higher level of site design and architecture than other areas of the city. <br /> <br />At its January 22, 2026, meeting the Planning Commission reviewed and commented on the <br />sketch plan. The Planning Commission was generally comfortable with the land use changes <br />proposed, however they wanted to ensure the residential has a larger buffer from <br />CSAH8/Frenchman Road and the lift station and that the single family lots are large enough to <br />accommodate the needs the property owners. Stormwater reuse was favorable and regional <br />stormwater ponds, including opening the ditches. <br />I.1
