<br />6 “Frenchman Village” Sketch Plan <br />have also stated the amount of commercial uses that they are showing is what the market can <br />support. <br /> <br />This proposed sketch plan significantly reduces the amount of commercial land use that would <br />be developed along CSAH 8/Frenchman Road. However, it does show commercial uses at the <br />intersection of Oneka Parkway and CSAH 8/Frenchman Road and at the corner of Highway 61 <br />and CSAH 8/Frenchman Road. If there was a change in land use, these areas are where <br />commercial development makes sense from a visibility and accessibility standpoint. The sketch <br />plan shows an extension of the existing townhomes to the west and single family homes east of <br />Oneka Parkway to the proposed Fenway Boulevard extension. Any residential development <br />directly along CSAH 8/Frenchman Road should be heavily screened with a mix of ponding, <br />berms, and landscaping. <br /> <br /> <br />The applicant is proposing a club house and pool as a neighborhood amenity. The location is <br />directly adjacent to the Met Council sanitary sewer lift station (east of Oneka Parkway) that is <br />connected to the sanitary sewer interceptor that serves the City. The lift station gets regular <br />maintenance by the Met Council. The lift station can have a bad smell coming from it from time <br />to time. Staff recommends that the homes shown on the sketch plan be further pulled back and <br />buffered from the lift station. Alternatively, a commercial use could be located there as a buffer <br />from the lift station. <br /> <br />The applicant is not proposing to change the areas guided as Mixed-Use (MIX). The areas that <br />are guided mixed-use are within the boundaries of the downtown plan and are subject to the <br />downtown design guidelines. The areas that are guided mixed-use are in highly visible areas of <br />Medium <br />Density <br />Residential <br /> <br />Commercial <br />Low <br />Density <br />Residential <br />Mixed- <br />Use/Downtown Public <br />Park <br />Stormwater <br />Ponds/ <br />Floodplain
