BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MARCH 16, 2025 <br />D.1 Minutes from the March 2, 2026, City Council Meeting <br />Staff recommends Council approve the above minutes as presented. <br />F.1 Lakes Center for Youth & Families Annual Report – Executive Director Tim Cryer <br />Lakes Center for Youth & Family (LC4YF) is one of two organizations that provide mental <br />health services to Hugo residents, and Council allocates funding in the budget to support these <br />programs. Executive Director Tim Cryer will present to Council the LC4YF 2025 Annual <br />Report. <br />F.2 Washington County Assessors Update - Appraisers Dan Squyres and Tyson Terry <br />Washington County Residential Property Appraiser Tyson Terry will provide Council an update <br />on the County and Hugo property assessments in preparation for the Local Board of Appeals and <br />Adjustments meeting on April 2, 2026. <br />G. 1 Approve Claims Roster <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Lakes Center for Youth & Families Professional Services Agreement <br />Over the past several years, the City has entered into an agreement with the Lakes Center for <br />Youth & Families to support programs for Hugo families relating to counseling, intervention, <br />and enrichment. Through this agreement, the City sponsors LCYF by providing financial <br />support. In the 2026 budget, Council approved $17,670 in funding for their services. Staff <br />recommends Council approve the Professional Services Agreement with Lakes Center for Youth <br />& Families. <br />G.3 Approve Reciprocal Emergency Services Agreement with SBM <br />On January 1, 2026, the City of Centerville contracted fire service coverage with the Spring Lake <br />Park-Blaine-Mounds View (SBM) Fire Department. SBM has asked the City of Hugo Fire <br />Department to continue our auto aid response to Centerville like we agreed with the Centennial <br />Fire District in past years. Hugo Fire Chief Jim Compton, Jr. has provided a Reciprocal <br />Emergency Services Agreement for Council review. This agreement is reciprocal as they will <br />also be providing resources for structure fires in the City of Hugo and will ensure proper <br />equipment and staffing is available on all structure fires in the service area. Staff recommends <br />Council approve the Reciprocal Emergency Services Agreement with SBM.
