Memorandum
To: Hugo City Council
From: Parks and Recreation Commission
Date: December 9, 1999
Re: Purchase of the Bernin Property
• The Parks Commission formally requests that the City Council authorize the
city attorney to prepare a right of refusal agreement that will obligate the
Bernin's to sell the land to the City of Hugo. The Commission requests that a
payment of$5000.00 be included with the agreement. This money is
intended to help the Bernin's complete their due diligence process regarding
selling the property to the City.
The Parks Commission is excited about the potential for purchasing this land
and the Bernin's are willing to work with the City. The Commission feels
that it is important to make this process as easy as possible for the Bernins.
In addition the Park Commission requests that the City Council ask the city
attorney when the revised letter that further explains the options the Bernins
have to consider, will be prepared. The first letter that was hand delivered to
the Bernins did not provide enough detail for them regarding the options and
they were somewhat confused about what choices they had. The Park
Commission is of the opinion, however, that proceeding with the right of
refusal agreement will be appropriate at this time and then in order to solidify
the City's position.
