Objectives <br /> The objectives that have been developed are strategic in nature. These objectives plan <br /> for the "big picture"and will guide the City of Hugo in reaching their vision. <br /> Neighborhood Parks <br /> Land Acquisition - Primary Objective <br /> The following objectives must be accomplished to realize Hugo's vision. <br /> 1. Master Park Plan - Completed <br /> 2. Property owners in Hugo may want to donate vacant land for parks. Document the <br /> options that are available to those who own property in Hugo; show them the <br /> positive reasons for and advantages to giving land to the City. <br /> 3. Identify and prioritize parcels for possible park use within each designated <br /> neighborhood park area (NP_). <br /> 4. Communicate to the citizens of Hugo the desire to obtain park land. <br /> 5. Identify parcel desirability factors/standards/criteria for selecting land on which to <br /> develop parks. Examples of factors that will classify land as to desirability include <br /> accessibility, development costs, safety, location of MUSA, future changes in roads, <br /> existence of natural resources etc. <br /> 6. Develop a plan for contacting targeted land owners . <br /> 7. Research and document legal issues regarding acquiring land for parks. <br /> 8. Predict funds that would be available at annual intervals. <br /> 9. Identify and document what constitutes a neighborhood park, community park and <br /> civic plaza. <br /> Match Land acquisition with funding available. <br /> Guidance <br /> -All neighborhood park land acquired or otherwise committed by 31 Dec. 2004. <br /> - Park development completed within_years of acquisition and within each NP <br /> area % developed. (Subject to available funding) <br /> - All community park land acquired or otherwise committed by 31 Dec. 2001. <br /> Trails <br /> 1. A major trail system has been laid out ( by the County and City) <br /> 2 .Assure that development near major trails provides access and linkage points. <br /> 3. Coordinate trail development with Washington County and adjacent communities. <br />
