5 “Frenchman Village” Sketch Plan
The sketch plan would require land use and zoning amendments for the areas west of Fenway
Boulevard to approximately Everton Avenue. The applicant is proposing to change the land use
from Commercial (COM) and Low Density Residential (LD) to a mix of Commercial (COM),
Low Density Residential (LD), and Medium Density Residential (MD). The areas that would be
guided for Commercial (COM) are significantly reduced from the 2040 Comprehensive Plan.
The applicant is not proposing to change the areas guided as Mixed-Use (MIX). The applicant
has stated that the property has been marketed for several years with the current land use plan
and a project has not been able to work with the amount of commercial guided in the 2040 Land
Use Plan. They state that development of the property with more residential is more viable. They
have also stated the amount of commercial uses that they are showing is what the market can
support.

This proposed sketch plan significantly reduces the amount of commercial land use that would
be developed along CSAH 8/Frenchman Road. However, it does show commercial uses at the
intersection of Oneka Parkway and CSAH 8/Frenchman Road and at the corner of Highway 61
and CSAH 8/Frenchman Road. If there was a change in land use, these areas are where
commercial development makes sense from a visibility and accessibility standpoint. The sketch
plan shows an extension of the existing townhomes to the west and single family homes east of
Oneka Parkway to the proposed Fenway Boulevard extension. Any residential development
directly along CSAH 8/Frenchman Road should be heavily screened with a mix of ponding,
berms, and landscaping.

The applicant is proposing a club house and pool as a neighborhood amenity. The location is
directly adjacent to the Met Council sanitary sewer lift station (east of Oneka Parkway) that is
Medium
Density
Residential

Commercial
Low
Density
Residential
Mixed-
Use/Downtown Public
Park
