<br />7 “Frenchman Village” Sketch Plan <br />The applicant has indicated that the design of the buildings in this area would be consistent with <br />the Multi-Family and Downtown Design Guidelines. The applicant did not provide a narrative on <br />how the buildings would meet the design guidelines or what materials would be used on the <br />buildings. The project is proposed to be a master planned development. The buildings shall be <br />designed to be cohesive, the developer shall provide a design palette, including elevations, <br />colors, and materials for the buildings, to ensure they are compatible and meet the guidelines. <br /> <br />Commercial Buildings <br /> <br />All commercial buildings are required to meet the Commercial and Industrial Design Guidelines <br />and if the downtown area, the Downtown Design Guidelines. The applicant has not shown a <br />building rendering examples for the commercial uses. All of the buildings within the project <br />shall have four-sided architecture, with equal treatment and visual qualities, and shall meet the <br />requirements of the guidelines. <br /> <br />The sketch plan places the commercial buildings in the downtown area oriented towards the <br />streets, as encouraged in the design guidelines. The commercial areas have pedestrian gathering <br />spaces with connections to Hardwood Creek Regional Trail. <br /> <br />The site layout for the commercial building’s west of Oneka Parkway shall be revised. There is a <br />convenience store shown on the plan with two other commercial buildings. If a convenience <br />store is located in that area it should be oriented with the building at the corner and the canopy to <br />the west. The access onto Oneka Parkway will not be allowed and should be removed from the <br />plans. The orientation on the two commercial buildings should be further evaluated to ensure <br />efficient circulation. The parking spaces were not evaluated for compliance with City Code, but <br />the plan will need to meet the parking requirements. <br /> <br />Townhomes <br /> <br />The applicant provided example building renderings for the townhome buildings. All of the <br />buildings within the project shall have four sided architecture, with equal treatment and visual <br />qualities, and shall meet the requirements of the Multifamily Design Guidelines. The guidelines <br />encourage using a mix of materials and the ordinance states that the exterior of the structures <br />shall have a high percent of brick, stone, or comparable material. There will need to be <br />modifications to the elevations to ensure a mix of vertical and horizontal projections and four- <br />sided design, using quality materials, to meet the intent of the design guidelines. <br />Parks/Trails <br /> <br />Because of the residential density proposed and proximity to future businesses special attention <br />should be paid to the trails and sidewalks for both recreation and transportation purposes. <br />Additionally, the development is adjacent to the Hardwood Creek Regional Trail, which <br />connects many of Hugo’s trails and parks. According to the Parks, Trails and Open Space Plan <br />trails and sidewalks are to be built with new developments that connect the community and <br />ensure safe access to parks, downtown, and other important areas in the City. <br />
