MINUTES <br /> <br />City Council & Planning Commission <br />Joint Workshop <br />City Hall Oneka Room <br />Thursday, April 23, 2026 <br />5:30 p.m <br /> <br /> <br />Mayor Weidt called the meeting to order at 5:30 PM <br /> <br />COUNCIL PRESENT: Weidt, Miron, Klein, Strub <br />COUNCIL ABSENT: Petryk <br />PLANNING COMMISSION PRESENT: Andress, Derr, Granger, Klein, Kleissler, Petty <br />PLANNING COMMISSION ABSENT: Fahey <br /> <br />STAFF PRESENT: Bryan Bear, City Administrator <br /> Rachel Juba, Community Development Director <br /> Max Gort, Associate Planner <br /> <br />CONSULTANTS: Kendra Lindahl, Landform <br /> John Uphoff, Landform <br /> <br />Zoning Code Review Discussion <br /> <br />Consulting City Planner Kendra Lindahl presented an update on the zoning code review project <br />which began in 2024. The project’s goals were to update zoning districts to aid the <br />implementation of the 2040 Comprehensive Plan, better accommodate contemporary <br />development trends, evaluate the creation of a mixed-use zoning district, and update the <br />multifamily design guidelines. <br /> <br />The City Council and Planning Commission discussed several items, including considerations <br />with the new proposed zoning districts and some new uses that would be allowed within the <br />zoning code. The City Council directed staff to proceed with drafting the new zoning code based <br />on recommendations from the workshop and prepare the draft code for a public hearing. <br /> <br />Respectfully Submitted, <br /> <br /> <br />Max Gort <br />Associate Planner
