3 <br />The applicant has 18 months from the date they received preliminary license approval to <br />complete full state license approval, with an option of a one-time six-month extension available <br />from OCM. Staff has drafted a resolution that approves the cannabis microbusiness registration <br />if the applicant meets certain conditions, including approval of a full state license within the <br />required time frame. The cannabis microbusiness registration will only become effective once <br />the applicant receives full state license approval, will be effective for one calendar year <br />following that date, and must be renewed once per year in conjunction with renewal of their <br />state license. <br />The applicant has submitted the materials required to approve a cannabis business registration, <br />including a completed application form, the required registration fees, proof of state <br />preliminary license approval, a copy of the lease agreement with the property owner, and <br />additional materials requested by staff. <br />3.STAFF CONCLUSION AND RECOMMENDATION: <br />Staff is of the opinion that the applicant has met all requirements to approve a cannabis <br />microbusiness registration for an applicant with preliminary license approval. The applicant <br />must obtain full state license approval for the registration to become ef fective. <br />Staff recommends that the City Council approve the resolution approving the cannabis <br />microbusiness registration for Mi Sota Essence Cannabis, LLC, subject to the conditions listed in <br />the resolution. <br />Attachments: <br />1.Resolution <br />2.Applicant’s Executive Summary
