<br />RESOLUTION NO. <br /> <br />A RESOLUTION ORDERING THE PROJECT FOR <br />2026 BALD EAGLE INDUSTRIAL PARK AREA STREET IMPROVEMENT PROJECT <br /> <br />WHEREAS, pursuant to a resolution of the Council adopted February 27, 2025, a report was prepared by WSB, with <br />reference to the improvement of the following roadways: <br /> <br /> 130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61) <br /> Farnham Avenue N from the south terminus to 130th Street N <br /> Fenway Blvd N from 130th Street N to 140th Street N <br /> 140th Street from Fenway Blvd N to Forest Blvd / TH 61 <br /> Fenway Blvd Court N from Fenway Blvd to its eastern terminus <br />WHEREAS, the following improvements are proposed: <br /> <br />• Full-depth pavement removal, paving, mill and overlay improvements, spot curb and gutter replacement, trail <br />improvements, street lighting improvements, and minor utility improvements <br /> <br />WHEREAS, the City intends to assess benefited properties for a portion of the aforementioned improvements, <br />pursuant to Minnesota Statutes, Chapter 429, and <br />WHEREAS, the City Council has received and accepted the feasibility report prepared by the City Engineer on <br />November 17, 2025, for the 2026 Bald Eagle Industrial Park Area Street Improvement Project; and <br />WHEREAS, a resolution of the City Council adopted on April 6, 2026, fixed a date for the Council public hearing on <br />the proposed improvements; and <br />WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing was given and <br />the hearing was held thereon on the May 4, 2026, at which time all persons desiring to be heard were given an <br />opportunity to be heard thereon. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: <br />1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report for the 2026 <br />Bald Eagle Industrial Park Area Street Improvement Project <br /> <br />2. Such improvement is hereby ordered as proposed in this Council resolution adopted May 4, 2026. <br /> <br />3. The improvements described in the notice of public hearing and the feasibility report are hereby designated <br />and shall be known as the 2026 Bald Eagle Industrial Park Area Street Improvement Project. <br /> <br />4. The City Council shall let the contract for all or part of the work for said improvements or order all or part of <br />the work done by day labor or otherwise as authorized by Minnesota Statutes, Section 429.041, Subdivision 2, <br />within one year of the date of this Resolution ordering said improvements. <br />
