<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MAY 18, 2026 <br /> <br /> <br />D.2 May 4, 2026, City Council Meeting <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />F.1 Hugo Good Neighbor Days June 5-7, 2026 <br /> <br />The Hugo Lions Club will be holding their annual Hugo Good Neighbor Days Community <br />Festival June 5-7, 2026, at the Lions Volunteer Park. Lions Club members will be in attendance <br />to answer any questions the Council may have and will request the Council co-sponsor the event <br />by waiving the Special Event Permit and providing Washington County deputies to be present <br />during the event, as in the past. <br /> <br />F.2 Washington County Sheriff’s Department Annual Report – Sheriff Dan Starry <br /> <br />Sheriff Dan Starry will present to Council the 2025 Annual Report. <br /> <br />F.3 Introduction of New Washington County Deputy Andrew Schommer, and New Hugo <br />Detective Tyler Jarrett <br /> <br />Sheriff Dan Starry will introduce new Hugo’s new deputy and detective. <br /> <br />G. 1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Quote for Gravel Contract <br /> <br />Staff received quotes for Class 5 modified gravel to be placed on our rural gravel roads. Staff <br />received two out of the three quotes requested. Dresel Contracting and Miller Excavating <br />submitted bids and Dresel Trucking did not. Dresel Contracting provided the low quote of <br />$14.69 per ton delivered price. The City will need approximately 5,280 tons for a total contract <br />of $77,563.20. The roads included in this year’s re-graveling project are Ingersoll Avenue, 175th <br />Street, Inwood Avenue, and 180th Street. Staff recommends Council approve the contract with <br />Dresel Contracting to provide Class 5 modified gravel at $14.69 per ton. <br /> <br />G.3 Approve Amended Agreement with Scandia for Administration of the State Building <br />Code <br /> <br />In February 2015, the City Council approved a contract with the City of Scandia for the <br />administration of the State Building Code. Under this agreement, the City of Hugo has provided <br />plan review, inspection, scheduling, and reporting services for all building permits issued by <br />Scandia. Revisions to the agreement have been prepared to remove plan review and inspection <br />services for state-licensed facilities, as the City of Hugo no longer maintains state delegation for <br />these activities. Additionally, the agreement has been updated to reflect the mileage rate to <br />follow the current IRS mileage rate for business. Staff recommends approval of the amended <br />agreement with the City of Scandia for administration of the State Building Code.
