Renewal of an Interim Use Permit for a Motor Vehicle Repair Home Occupation – 17627 Henna Avenue North DATE: May 28, 2026 for the City Council meeting of June 1, 2026 COMPREHENSIVE PLAN: Low Density Residential / Agricultural ZONING: Future Urban Service (FUS) REVIEW DEADLINE (60-days): June 9, 2026 1. DESCRIPTION OF REQUEST: The applicant is requesting approval to renew an interim use permit (IUP) for a home occupation for a motor vehicle repair business at the property located at 17627 Henna Avenue North. Mr. Luedeke is requesting approval to renew the exact same IUP conditions as was approved on October 21, 2013. However, he is requesting approval of a site plan for the relocation of the existing driveway and installation of a fence. This will be discussed further in the staff report. 2. LEVEL OF CITY DISCRETION IN DECISION-MAKING: The City’s discretion in approving or denying an interim use permit use permit is limited to whether or not the permit meets the standards outlined in the Comprehensive Land Use Regulations. If it meets these standards, the City must approve the interim use permit. 3. BACKGROUND: On July 18, 2011, the City Council approved a home occupation interim use permit for an auto repair business to be conducted on the property. Discussion at the City Council meeting included concerns about future growth of the business and the potential impact to the neighbors because of the use and the shared driveway. The approval was for a duration of one year, with a six month informal review. The review was to ensure the compliance with the conditions listed within the permit.
