<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON JUNE 15, 2026 <br /> <br />D.1 June 1, 2026 City Council Meeting <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Kimberly Johnson as Associate Member on the Historical Commission <br /> <br />Kimberly Johnson has applied to be a member of the Historical Commission. Kimberly has met <br />with the Commission who are recommending she be formally appointed. Staff recommends <br />Council approve the appointment of Kimberly Johnson as an associate member of the Historical <br />Commission with a term to expire December 31, 2027. <br /> <br />G.3 Approve Joint Powers Agreement with Lino Lakes for Elmcrest Avenue Improvement <br />Project <br /> <br />The City of Hugo and Lino Lakes mutually agree the paving on Elmcrest Avenue/24th Avenue is <br />prudent given the existing and future traffic on this gravel roadway. 24th Avenue/Elmcrest <br />Avenue is a shared roadway with City of Lino Lakes and a Joint Powers Agreement for <br />improvements and maintenance has been prepared by staff from both communities and identifies <br />an equal cost share for the road improvements, design and future maintenance responsibilities. <br />Construction costs are estimated to be $ 684,000 and will be split evenly. The cost share will be <br />based on actual costs for both construction and engineering for this segment of roadway <br />only. Staff recommends Council approve the resolution for a Joint Powers Agreement with the <br />City of Lino Lakes for improvements and maintenance of Elmcrest Avenue/ 24th Avenue. <br /> <br />G.4 Approve Lawful Gambling Exempt Permit for Ducks Unlimited Event on September 20, <br />2026 <br /> <br />Ducks Unlimited Coon Rapids Chapter 187 has applied for a Lawful Gambling Exempt Permit <br />to hold a bingo and raffles at their event on Sunday, September 20, 2026, to be held at the Hugo <br />American Legion. The permit will be issued by the MN Gambling Control Board after approval <br />by the City Council. Staff recommends Council approve the Lawful Gambling Exempt Permit <br />for Ducks Unlimited. <br /> <br />G.5 Approve Special Event Permit Verizon Wireless for Backpack Giveaway on July 26, <br />2026 <br /> <br />Verizon Wireless, 14755 Victor Hugo Boulevard, has applied for a Special Event Permit for a <br />Backpack Giveaway event to be held in the parking lot on Sunday, July 26, 2026, from 1-4 p.m. <br />Verizon has received permission from the chief manager of Victor Hugo Boulevard, LLC, for <br />use of a portion of the lot for this event. The event requires a Special Event Permit approved by <br />Council because 200-300 are expected to attend the event. Staff recommends Council approve <br />the Special Event Permit for the Verizon Backpack Giveaway.
