<br /> <br /> <br /> Created: 2025-05-22 16:40:53 [EST] <br />(Supp. No. 36) <br /> <br />Page 135 of 198 <br />(4) Ornamental or understory trees: 1.5-inch caliper. <br />(t) Minimum installation requirements are that: <br />(1) All deciduous and coniferous trees shall be staked and guyed per national nurseryman's standards. <br />Deciduous trees shall have branches trimmed to a point six feet above the ground. <br />(2) Adequate fertilizer, water, and mulch shall be provided to ensure plant survival and successful growth. <br />Plantings shall be inspected at least bi-weekly during the first growing season, with dead and severely <br />damaged plants replaced as needed. <br />(3) All open areas shall be sodded over four inches of topsoil. <br />(4) Undisturbed areas and wetlands containing natural vegetation may be maintained if they are free from <br />foreign and noxious materials. <br />(u) Property owners are responsible to ensure that landscaping is maintained in an attractive condition free <br />from invasive and noxious weeds and materials, as defined by the Minnesota Department of Natural <br />Resources. The owner shall replace any required vegetation within two years of planting, including damaged <br />or dead trees, shrubs, ground covers, and sodding. Blue grass and similar turf-grass lawn covers shall be kept <br />cut so as not to exceed eight (8) inches in height. <br />(v) Species found below are prohibited anywhere in Hugo and shall not be used in any new or existing <br />developments: <br />(1) Prohibited Trees: <br />a. Acer ginnala (Amur Maple) - invasive <br />b. Acer platanoides (Norway Maple) - invasive <br />c. Acer tataricum (Tatarian Maple) - invasive <br />d. Ailanthus altissima (Tree of Heaven) - invasive <br />e. Fraxinus americana (White Ash)- pests <br />f. Fraxinus nigra (Black Ash) - pests <br />g. Fraxinus pennsylvanica (Green Ash) - pests <br />h. Ginkgo biloba – female (Ginkgo) – disliked qualities <br />i. Picea pungens (Blue Spruce) – changing environment <br />j. Robinia pseudoacacia (Black Locust) – disliked qualities <br />(2) Prohibited Shrubs: <br />a. Berberis thunbergii (Japanese Barberry) - invasive <br />b. Caragana arborescens (Siberian Peashrub) - invasive <br />c. Euonymus alatus (Winged Burning Bush) - invasive <br />d. Rosa multiflora (Multiflora Rose) - invasive <br />e.
