Hear appeals to the city engineer's interpretation or establishment of floodplain, floodway, and <br />flood fringe boundaries. Provide the city council with a recommendation as to the elevation that <br />should be used to determine such boundaries. <br />(Prior Code, § 1015-040.1) <br />Sec. 90-33. Community development director or designee. <br />The city's community development director or designee receives and processes land use requests, maintains <br />a log of such requests, coordinates and compiles staff reviews of such requests, issues certificates of compliance in <br />accordance with the provisions of this chapter, schedules required hearings before the planning commission and <br />board of appeals and adjustments, and performs such other duties as may be required to ensure the efficient and <br />effective implementation of this chapter. The community development director or designee is appointed by the <br />city council based on identified knowledge, ability, and skill in land use planning and administration. <br />(Prior Code, § 1015-050.1) <br />Sec. 90-34. Building official. <br />The building official reviews all land use and building plans for compliance with the state building code, the <br />city's on-site sewage treatment and environmental regulations as herein defined. The building official issues <br />building permits, grading permits, certificates of occupancy, and other permits, as permitted by ordinance. <br />(Prior Code, § 1015-060.1) <br />Sec. 90-35. Fees. <br />It is the intent of the city to recover all costs associated with the administration of this chapter through the <br />collection of fees from applicants for permits, variances, zoning amendments, subdivisions and other land use <br />applications. The city council shall, from time to time, establish a schedule of fees to be charged by the city for <br />review, administration, and consideration of land use requests. <br />(Prior Code, § 1010-60.1) <br />Sec. 90-36. Site plan review. <br />(a) This section establishes a formal site plan review procedure and provides regulations to enforce site design <br />standards. <br />(1) The following shall be excepted from the foregoing requirements: <br />a. Agricultural uses. <br />b. Single-family detached dwellings. <br />c. Two-family attached dwellings. <br />(2) Prior to the formulation of a site plan, applicants may present a sketch plan to the community <br />development director or designee.
