RESOLUTION 2026-19 <br /> A RESOLUTION OF THE CITY OF HUGO,WASHINGTON COUNTY, <br /> MINNESOTA APPROVING STIPULATION OF SETTLEMENT REGARDING <br /> APPEAL OF CITY OF HUGO 2025 SYSTEM STATEMENT <br /> WHEREAS, The City received a System Statement from the Metropolitan Council on <br /> September 24, 2025, and; <br /> WHEREAS, the system statement includes forecasts for population, households, <br /> employment, and sewer-flow for the purpose of preparing amendments to the City's <br /> Comprehensive Plan, and; <br /> WHEREAS, on November 17, 2025, the Hugo City Council adopted Resolution 2025-42 <br /> appealing the system statement and requesting a hearing regarding the 2025 System <br /> Statement for the City of Hugo, and; <br /> WHEREAS, in its appeal the City contends that forecasts are inconsistent with the City's <br /> and the Metropolitan Council's growth projections and planning for previous <br /> Comprehensive Plans, are arbitrary, ad hoc and capricious and otherwise improper or <br /> improperly based, and; <br /> WHEREAS, City staff and the Metropolitan Council have met and discussed the issues <br /> over the past several months to work towards a resolution, and; <br /> WHEREAS, City staff and legal counsel have negotiated a proposed stipulation of <br /> settlement to resolve the pending appeal; and; <br /> NOW,THEREFORE,BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF HUGO, MINNESOTA, that the City Council of the City of Hugo approves the <br /> stipulation of settlement with the Metropolitan Council regarding the 2025 System <br /> Statement for the City of Hugo and authorizes the Community Development Director to <br /> execute the stipulation of settlement of behalf of the City of Hugo. <br /> ADOPTED by the City Council this 20th day of July 2026. <br /> om Weidt, Mayor <br /> ATTEST: <br /> Michele Lindau, City Clerk <br />
