RESOLUTION NO. 2026-22 <br /> CITY OF HUGO <br /> WASHINGTON COUNTY, MINNESOTA <br /> A RESOLUTION <br /> ADOPTING THE 2027—2031 STREETS CAPITAL IMPROVEMENT PLAN <br /> WHEREAS, the City Council of the City of Hugo has determined that maintaining and improving <br /> the City's transportation infrastructure is necessary to protect the public health, safety, and <br /> welfare; and <br /> WHEREAS, City staff and the City Engineer have prepared a Street Capital Improvement Plan <br /> identifying anticipated street improvement projects, project priorities, estimated costs, and <br /> funding sources for the planning period of 2027 through 2031; and <br /> WHEREAS, the Street Capital Improvement Plan provides a framework for the systematic <br /> maintenance, rehabilitation, and reconstruction of the City's street system and serves as a guide <br /> for future budgeting and capital planning efforts; and <br /> WHEREAS, the City Council has reviewed the proposed Street Capital Improvement Plan and <br /> finds that adoption of the Plan is in the best interests of the City and its residents. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hugo, Minnesota, as <br /> follows: <br /> 1. The Street Capital Improvement Plan dated August 3, 2026 is hereby approved and <br /> adopted. <br /> 2. The Street Capital Improvement Plan shall serve as the City's planning document for <br /> future street improvements and capital budgeting considerations. <br /> 3. Adoption of the Street Capital Improvement Plan does not constitute authorization of any <br /> specific project expenditures. Individual projects shall be subject to future Council <br /> review, budget appropriations, feasibility studies, and all applicable statutory <br /> requirements. <br /> 4. The City Engineer Finance Director and City Administrator are authorized to utilize the <br /> Street Capital Improvement Plan in preparing annual budgets, capital improvement <br /> programs, grant applications, and project development efforts. <br /> 5. The Street Capital Improvement Plan may be amended from time to time by action of the <br /> City Council as future conditions, funding opportunities, and community priorities <br /> warrant. <br /> Upon roll call, the following members voting AYE: Krull, Miron, Petryk, Strub <br /> Upon roll call, the following members voting NAY: None <br /> Whereupon said resolution was declared passed and adopted this 3rd d Augu t 2026. <br /> Tom Weidt, Mayor - <br /> ATTEST: \ <br /> Michele Lindau, City Clerk <br />
