CITY OF HUGO <br />SIGN ORDINANCE <br />NOTICE: THIS PUBLISHED MATERIAL IS ONLY A SUMMARY OF AN <br />(ORDINANCE OF THE CODE OF ORDINANCES FOR THE CITY OF <br />HUGO. THE FULL TEXT OF THE ORDINANCE IS AVAILABLE FOR <br />PUBLIC INSPECTION AT THE HUGO CITY HALL DURING REGULAR <br />BUSINESS HOURS. <br />TITLE: <br />AN ORDINANCE AMENDING CHAPTER 90, ARTICLE IV, SEC- <br />TION 90-1 DEFINITIONS AND CHAPTER 90, ARTICLE IV, SEC- <br />TION 90-265 SIGNS <br />SUMMARY OF ORDINANCE: <br />SECTION 90-1 DEFINITIONS: This section will amend and revise defini- <br />tions for words in City ordinances that relate to signs. <br />SECTION 90-265 SIGNS: <br />(a) Purpose/Intent: defines.the purpose of the ordinance for signs in <br />the City of Hugo. <br />(b) General Standards: outlines general standards for signs in the City <br />of Hugo such as the calculation of the square footage of the allowed <br />square. footage, the construction of signs, a substitution clause for non- <br />commercial speech, signs in the right-of-way, development sign criteria, <br />and permits for signs. <br />(c) Non-conforming Signs: outlines regulations for non-conforming <br />signs in the City of Hugo. Nonconforming signs shall not be enlarged <br />upon, expanded or extended, nor be used as grounds for adding other <br />signs or uses prohibited elsewhere in the same district. <br />(d) Items Not Considered Maintenance: reviews items that are not <br />considered maintenance for signs. <br />(e) Removal of Abandoned Signs: outlines regulations for the removal <br />of abandoned signs. If a building, structure or premise is vacated for a 6- <br />month period of time, the owner of said property shall be responsible for <br />removing any nonconforming sign or signs located thereon with the ex- <br />ception of advertisements dealing with the sale or leasing of the facility. <br />(f) Signs allowed without a Permit: outlines speck signs that are <br />allowed without a permit. <br />(g) Prohibited Signs: outlines specific signs that are prohibited in the <br />ordinance. <br />(h) Performance Standards: provides performance standards for wall <br />signs, monument signs, and miscellaneous signs allowed with a per- <br />mit. <br />(i) Severability: states if any section, subsection, sentence, clause, or <br />phrase of this Sign Ordinance is for any reason held to be invalid, such <br />decision shall not affect the validity of the remaining portions of this Sign <br />Ordinance. <br />Please note this title and summary of this Ordinance clearly informs the <br />public of the intent and affect of the Ordinance and conforms to Minn. <br />Stat. § 412.191.
