a) Any project for improvement of a structure to correct existing violations of state or <br />local health, sanitary, or safety code specifications which have been identified by the <br />local code enforcement official and which are the minimum necessary to assure safe <br />living conditions. <br />b) Any alteration of an historic structure provided that the alteration will not preclude the <br />structure's continued designation as an historic structure. <br />Section 90-3 Purpose <br />It is the intent of this chapter to establish regulations for the use, development and redevelopment <br />of property within the city in order to promote the public health, safety, morals, and general <br />welfare consistent with applicable law. This chapter is intended to incorporate a broad spectrum <br />of land use regulations (including zoning, subdivision, shoreland, and floodplain regulations) <br />into a single document to promote their understanding by the public, aid in their implementation, <br />and ensure consistency between regulations. In addition to the above, this Ordinance is adopted <br />to comply with the rules and regulations of the National Flood Insurance Program codified as 44 <br />Code of Federal Regulations Parts 59 -78, as amended, so as to maintain the community's <br />eligibility in the National Flood Insurance Program. <br />Article It. Administration and Enforcement <br />Section 90-37 Conditional Use Permits <br />(a) Application procedure. Applications for conditional use permits shall be made to the <br />community development director or designee on forms provided by the city. To be considered <br />complete, the application shall include: <br />(1) The applicant's name, address, and telephone number. <br />(2) The legal description and address of the property to which the permit shall apply. <br />(3) Proof of ownership of the property to which the permit shall apply. Only the <br />property owner may apply for a permit, and all owners of record must sign the <br />application and agree to the permit. <br />(4) Copies of any previous variances, site plan approvals, conditional use permits, or <br />other permits issued to the site, if required by the building official, to determine <br />compliance with ordinance and law. <br />(5) A statement as to the zoning classification of the property. <br />(6) Such detailed information as is required to ensure compliance with ordinance and <br />law for the issuance of the permit, and the activities to be undertaken resulting from the <br />3 <br />
