Ordinance 2010-453 <br />(a) Purpose. The restricted commercial zoning district (RC -1) provides a location for a mix of <br />freestanding commercial businesses, including retail sales and offices that do not require <br />municipal water or sanitary sewer services. To be permitted to operate in this zoning district, a <br />business must have sewage disposal requirements of three residential equivalencies or less, as <br />determined by metropolitan council environmental services standards. Specifically excluded <br />from this zoning district are restaurants, carwashes, hotels and motels, and other high water - <br />usage facilities. <br />(b) Permitted uses. The following are permitted in the RC -1 district: <br />(1) Essential public services (refer to section 90-223). <br />(2) Laboratories. <br />(3) Offices, clinics, and professional services (refer to section 90-252). <br />(4) Retail sales of merchandise. <br />(c) Accessory uses. The following are permitted accessory uses in a RC -1 district: <br />(1) Accessory buildings (refer to section 90-204). <br />(2) Parking and loading areas (refer to section 90-253). <br />(3) Seasonal outdoor retail sales (refer to section 90-261). <br />(d) Conditional uses. Following are conditional uses allowed in the RC -1 district and require a <br />conditional use permit based upon procedures set forth in and regulated by section 90-37. <br />Additionally, besides the specific standards and criteria, which may be cited below for respective <br />conditional uses, each request for a conditional use permit shall be evaluated, based upon the <br />standards and criteria in section 90-37. <br />(1) Antennas (refer to article VI, division 2, of this chapter). <br />(2) Contractor's operations. <br />(3) Kennels, commercial (refer to section 90-236). <br />(4) Motor vehicle, boats, and trailer sales (refer to section 90-249). <br />(5) Motor vehicle repair business (refer to section 90-250). <br />(6) Places of worship (refer to section 90-254). <br />(7) Schools (refer to section 90-260). <br />(e) Area requirements and construction limitations. The following minimum requirements shall <br />be observed in an RC -1 district subject to additional requirements, exceptions and modifications <br />set forth in this chapter: <br />TABLE INSET: <br />Minimum lot or parcel size <br />2 1/2 acres <br />Minimum lot width at front setback line <br />300 ft. <br />Minimum lot width for corner lots <br />300 ft. <br />Minimum lot depth <br />350 ft. <br />19 <br />
