Residents had shared comments on three concept plans at the Parks Commission meeting <br /> on December 10,2014. <br /> Parks Planner Shayla Syverson presented the three Lions Park concept plans for discussion. The <br /> Hugo Lions Club has reviewed the plans, and the Hugo EDA and Planning Commission will be <br /> providing comments at future meetings. The next step will be to finalize the Master Plan. The <br /> Council provided comments on all three plans.No formal action was taken. <br /> Update on Met Council' s Water Demand Projections <br /> At the November 3, 2014 meeting,Council discussed the Metropolitan Council's preliminary <br /> water demand projections based on the Thrive MSP 2040 population forecasts.These <br /> projections will be used to update their Master Water Supply Plan. The City was asked to <br /> review these projections and comment by November 20,2014. Staff had responded in writing <br /> requesting use of the City's full build-out numbers as shown in the Comprehensive Plan. City <br /> Engineer Jay Kennedy provided Council with the revised projections, stating he felt the <br /> Metropolitan Council met all of Hugo's comments. No formal action was taken. <br /> Approve Resolution for Site Plan and Variances for O'Reilly Auto Parts at 1474 St./TH 61 <br /> O'Reilly Auto Enterprises, LLC, requested approval of a site plan and variances for an auto parts <br /> store located at 14777 Forest Boulevard North.The site plan includes an approximately 7,000 <br /> square foot single story building and parking lot on a 0.64 acre parcel.The property is located on <br /> the northeast corner of 147th Street and Highway 61 (former Ricci's property). The property is <br /> zoned Central Business(C-1)and is located in the area of the City where development is guided <br /> by the downtown plan and design guidelines. At its January 22,2015 meeting,the Planning <br /> Commission considered the request and held a public hearing where five people spoke. The <br /> Planning Commission agreed that the applicant accomplished the items that were asked by the <br /> Commission and City Council during the sketch plan process. The Commission recommended <br /> approval of the site plan application, subject to the conditions listed in the resolution along with <br /> two added conditions. The Planning Commission had recommended Council approve the <br /> variance requests, subject to the conditions in the resolutions. <br /> The Council discussed the design and construction of the required gateway element. It was <br /> agreed that an easement to the City was necessary to allow the City to do future modifications to <br /> the gateway element if the City was inclined to do so. <br /> Petryk made motion, Klein seconded,to approve RESOLUTION 2015-7 APPROVING A SITE <br /> PLAN O'REILLY AUTO ENTERPRISES,LLC, IN THE CENTRAL BUSINESS ZONING <br /> DISTRICT ON PROPERTY LOCATED AT 14777 FOREST BOULEVARD NORTH. <br /> All Ayes. Motion carried. <br />
