Hugo City Council Meeting Minutes for February 2,2015 Page 8 of 11 began. Residents had shared comments on three concept plans at the Parks Commission meeting on December 10,2014. Parks Planner Shayla Syverson presented the three Lions Park concept plans for discussion. The Hugo Lions Club has reviewed the plans, and the Hugo EDA and Planning Commission will be providing comments at future meetings. The next step will be to finalize the Master Plan. The Council provided comments on all three plans.No formal action was taken. Update on Met Council' s Water Demand Projections At the November 3, 2014 meeting,Council discussed the Metropolitan Council's preliminary water demand projections based on the Thrive MSP 2040 population forecasts.These projections will be used to update their Master Water Supply Plan. The City was asked to review these projections and comment by November 20,2014. Staff had responded in writing requesting use of the City's full build-out numbers as shown in the Comprehensive Plan. City Engineer Jay Kennedy provided Council with the revised projections, stating he felt the Metropolitan Council met all of Hugo's comments. No formal action was taken. Approve Resolution for Site Plan and Variances for O'Reilly Auto Parts at 1474 St./TH 61 O'Reilly Auto Enterprises, LLC, requested approval of a site plan and variances for an auto parts store located at 14777 Forest Boulevard North.The site plan includes an approximately 7,000 square foot single story building and parking lot on a 0.64 acre parcel.The property is located on the northeast corner of 147th Street and Highway 61 (former Ricci's property). The property is zoned Central Business(C-1)and is located in the area of the City where development is guided by the downtown plan and design guidelines. At its January 22,2015 meeting,the Planning Commission considered the request and held a public hearing where five people spoke. The Planning Commission agreed that the applicant accomplished the items that were asked by the Commission and City Council during the sketch plan process. The Commission recommended approval of the site plan application, subject to the conditions listed in the resolution along with two added conditions. The Planning Commission had recommended Council approve the variance requests, subject to the conditions in the resolutions. The Council discussed the design and construction of the required gateway element. It was agreed that an easement to the City was necessary to allow the City to do future modifications to the gateway element if the City was inclined to do so. Petryk made motion, Klein seconded,to approve RESOLUTION 2015-7 APPROVING A SITE PLAN O'REILLY AUTO ENTERPRISES,LLC, IN THE CENTRAL BUSINESS ZONING DISTRICT ON PROPERTY LOCATED AT 14777 FOREST BOULEVARD NORTH. All Ayes. Motion carried.
