City Council meeting of February 4, 1991 <br />Page 5 <br />1991 FIRE/AMBUL-NCE SERVICE CONTR",C1T <br />The City Council received a copy of the proposed Fire Service Contract for <br />the 1991 calendar year. The Contract in question calls for an annual <br />renewal and a contribution from the City in the amount of $12,030 for <br />1991. The budgeted amount for 1991 was $10,024. The City of Hugo <br />initially entered into this Agreement with the City of White Bear Lake in <br />an effort to reimburse them for emergency medical training services to <br />their paramedic staff. The first allocation was several hundred dollars, <br />and over the years has increased to the amount reflected above' This <br />Contract has been subject to review by the City Council over the last <br />several years because of how fast our financial participation has <br />escalated. In 1990, representatives of District Memorial Hospital <br />approached the City Council to discuss the possibility of providing <br />ambulance service to the entire community without requiring a financial <br />contribution from the City's general fund. Representatives of DMH have <br />repeatedly approached the City requesting an opportunity to discuss a <br />change in City policy regarding ambulance service. Copies of the agenda <br />were sent to the City of White Bear Lake and the City's hospital board <br />representative, Mike Perrault. Dan Byers and Mike Perrault, representing <br />DMH, were present to state that they were interested in sitting down with <br />the City to discuss the City's needs. Tim Vadvais, representing the City <br />of White Bear Lake, was also present and stated that the City of WBL would <br />consider alternatives to the existing contract. Hugo Fire Chief, Ron <br />Istvanovich, was directed to meet with both parties, and report the <br />different options available to the City at a later date. <br />CLOSING OF HUGO RECYCLING CENTEF <br />The City received a letter from Mr. Roger Schadt indicating that the Hugo <br />Area Recycling Center is considered closed by those who previously <br />operated this facility' This letter indicates that the Boy Scouts have <br />not had an agreement with the City of Hugo since December 31, 1989, which <br />implies that the City's recycling center was not operating in 1990, with <br />the exception of clean up. The City referred inquiries regarding the <br />recycling center to this location throughout the 1990 calendar year. If <br />the recycling center is closed, the City staff recommends that the <br />following action be taken as quickly as possible: <br />1. Signs be installed indicating that the recycling center is no longer <br />in operation and that dumping is not permitted. <br />2. Some type of gate be provided to secure the site to avoid dumping in <br />the area previously used for the recycling center. <br />In discussing this situation with Mr. Tom Haugen of the Washington Health <br />Department, it was recommended that to continue a minimum level of <br />recycling in Hugo, the City should consider adopting an ordinance that <br />would require all garbage haulers operating in the City of Hugo to provide <br />curb side recycling for their customers. It was also suggested that the <br />City may want to consider an ordinance that would require all residents of <br />Hugo to contract for garbage service (hauler of their choice) to assure <br />that recycling is made available to all residents.
