95 - <br />City Council meeting of 4/4/88 <br />The City Council has been provided with a lot of facts, opinions, and <br />personal emotions regarding this issue. We recognize the difficulty in <br />mak:inq a decision of this nature in light of all the circumstances <br />surrounding this proposal. Whatever decision is made by the Council <br />should be supported by fact and carefully documented. <br />Potts made motion, Peltier seconded, to deny the application of Irene <br />Arcand and keystone Builders Corporation for the rezoning of 160 acres <br />from agricultural (10 acre lot size) to RR1 residential (3 acre lot size) <br />for the following reasons: <br />1. The rezoning will allow for development that is inconsistent with the <br />city's comprehensive plan requiring a minimum of five gross acres for <br />each dwelling unit outside of the city's urban service area. <br />2. The unimproved gravel roads serving this property are not in a <br />condition that will accommodate the additional traffic generated by <br />this development density. <br />3. The Metropolitan Council has stated "The city is strongly urged to <br />adopt density zones of one unit per 10 acres for the rural area", and <br />this rezoning would allow for a greater density than recommended. <br />4. There are no municipal sewer services available in this area to serve <br />the development in question, and the use of on-site septic systems for <br />a development with a three acre per dwelling unit density could <br />seriously jeopardize the water quality in this area. <br />5. The areas surrounding the site are primarily zoned for 5 acre and 10 <br />acre developments. <br />VOTING AYE: Peltier, Potts, Olson <br />VOTING NAY: Vail, Atkinson <br />Motion Carried. <br />PERSONNEL. POLICY (CITY OF HUGO) <br />Olson made motion, Peltier seconded, to table review of the proposed <br />personnel policy until the regular City Council meeting of April 18, 1988 <br />for further Council review. <br />All aye. Motion Carried. <br />City Council meeting of 4/4/88 <br />FOREST LAk..E YSB CONTRACT <br />The annual contract for services from the Forest Lake YSB has been <br />submitted for Council approval. The contract appears to be the same as <br />those entered into in previous years. The city's participation, as <br />reflected in the contract, is in an amount not to exceed $2257.00. The <br />city administrator noted the city attorney's concerns about certain <br />language in the contract. <br />Atkinson made motion, Olson seconded, authorizing the Mayor and City ClerF:. <br />to sign the Forest Lake Youth Service Bureau Contract for the year 1988. <br />All aye.
