MINUTES FOR SIP_ECIAL COU _* L- QTING OF DEQMQER.._j, 198B. <br />- <br />The meeting was called to order by Mayor Atkinson at 7:00 PM' <br />PRESENT: Olson, Peltier, Potts, Vail, Atkinson <br />City Administrator, Ken Huber <br />City Clerk, Mary Ann Creager <br />3.0 CANVASS ELECTION RESUL S (12/l/88 ELECTION RECOUNT) - <br />Peltier made motion, Potts seconded, to adopt RESOLUTION 88-53, RESOLUTION <br />CANVASSING ELECTION RETURNS OF NOVEMBER 8, 1988 ELECTION AND DECEMBER 1, <br />1988 RECOUNT FOR COUNCIL PERSON AT LARGE. <br />VOTING AYE: Olson, Peltier, Potts, Vail, Atkinson <br />Motion Carried. <br />4.0 CABLE TV <br />RECOMMENDATION: The City of Hugo appoint Mr. Mark Ayotte as the city's <br />consultant to assist in the securing of proposals and preparation of cable <br />TV franchise for the City of Hugo. <br />Earlier this week, the staff met with Mr. Ayotte to discuss a timetable <br />and the options available for pursuing proposals to bring cable TV to the <br />City of Hugo. Currently, we are looking at options and a timetable that <br />would have us securing request for proposals in January with design and a <br />possible construction start in June, 1989. Mr. Ayotte has been briefed on <br />the previous discussions of the City Council with regard to your concerns <br />and tentative establishment of a primary service area. We also discussed <br />the various options available to the City as follows: <br />1. Establish a consortium of cities to attract a cable TV system to the <br />area with a base in Hugo. <br />2' Request proposals for a cable TV base, and head end in Hugo. <br />3. Request proposals for a franchise system with head 6nd and base in a <br />neighboring community allowing us some local control and options for <br />the future. <br />4' Request a system extension from a neighboring community based on <br />existing service available. The city would become an appendage of <br />another system with no franchise and minimal local control of our <br />system. <br />After careful review of the above options, the Council agreed to pursue <br />Option #3 as being the most advantageous to the city with regard to cost, <br />local control, timing, and ability to secure proposals. The Council <br />suggested we also consider Option #4 if it could be worked out in a manner <br />allowing the city its own franchise agreement. <br />The systems that the staff feels are most likely to consider serving the <br />Hugo area are as follows: <br />A. North Central (White Bear Lake). <br />B. Coaxil-King (St. Croix Valley). <br />C. Citation Cable (Forest Lake). <br />
